Today, only 20 percent of residential premises confiscated by court decision are involved in the country’s economy. For various reasons, about five thousand objects are “stuck” in the Register of Federal Property. A more active return to the market of real estate seized from corrupt officials is hampered by restrictions in the privatization law, which should be removed. More than 40 thousand square meters

According to the Accounts Chamber, only about 20 percent of residential premises confiscated by court decision for corruption offenses are involved in the economy. In total, the Russian treasury today contains 273 residential premises with an area of ​​40.9 thousand square meters and a cadastral value of more than 1.8 billion rubles.

At the same time, for various reasons, about five thousand real estate objects are “stuck” in the federal property register, the author of the bill, Deputy Chairman of the State Duma Victoria Abramchenko, noted in her Telegram channel. Currently, their implementation period reaches two years; At the same time, it can realistically be reduced to six months.

The situation is similar with residential premises. The relevant department is ready to sell this property, but the legal framework is in the waywrote the vice speaker of the chamber.

Currently, the privatization law allows the sale of apartments seized from corrupt officials if their market value on the secondary market is two or more times higher than the amount calculated using the formula: the area of ​​the apartment is multiplied by the average price per square meter of housing in the region according to Rosstat.

However, Abramchenko noted, only eight percent of apartments meet this criterion.

In her opinion, the management of confiscated property must be effective “to replenish the budget and ensure the involvement of real estate in the economy.”

No extra obstacles needed

To speed up the process, legislators propose lifting restrictions.

The introduced bill is aimed at increasing the efficiency of disposal of premises received by the country’s housing stock, including court decisions on the confiscation of property obtained as a result of corruption offenses,” said co-author of the bill, Deputy Chairman of the State Duma Committee on Security and Anti-Corruption, Anatoly Vyborny, in an interview with Parliamentary Newspaper.

According to him, the amendments expand the criteria for putting up such residential premises for privatization auctions, which will allow the state to manage property more rationally and reduce the costs of its maintenance and valuation. Additionally, it is envisaged that the mandatory six-month wait between re-tenders will be abolished if the previous ones are declared unsuccessful — this will also speed up the process of selling real estate.

In addition, the bill clarifies the concept of “residential premises” in Article 30.4 of the privatization law and supplements it with a list of real estate: these can be houses, apartments, their parts, rooms and shares. According to Anatoly Vyborny, this will ensure uniformity of legal regulation with the Housing Code of the Russian Federation “and eliminate legal uncertainties when making decisions on the privatization of apartments confiscated for corruption.”

At the same time, Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, believes that the innovation will help replenish the specialized housing stock with confiscated apartments:

That is, we are talking about housing that is provided to citizens standing in queues or who are being relocated from dilapidated houses. It is clear that there are not many apartments confiscated from corrupt officials, but often in some regions, every extra additional apartment decides someone’s fate.
