Risk zone: is the cost of auto insurance for a taxi justified? Expert opinion

It seems that everyone is already used to the fact that taxi drivers know everything better than anyone: how to drive, and how to build roads, and how to treat people, and, of course, how to manage a city, district, state. They also like to complain about their taxi driver’s share: customers are evil, aggregators have to be paid, an OSAGO policy is to be bought, and the car is also kept in order, etc. Recently, they began to frighten us with the fact that in the current conditions the number of cars employed in taxis will decrease, because work in this area is becoming less profitable. Is it so? Or is it an attempt to justify another increase in transportation tariffs? Can the cost of OSAGO for taxi drivers really reach 70 thousand rubles? And is there a way to contain the cost of fares for passengers? Let’s figure it out with the experts.
The head of the working group of the ONF «Protection of the rights of motorists» Pyotr Shkumatov calls «at least doubtful» the information that the «avtocitizen» for most taxis today reaches 70 thousand rubles. He explains that usually OSAGO and hull insurance policies are drawn up for a specific driver or drivers. The cost of insurance is then determined depending on the age of those who are allowed to drive a car, their driving experience and history of getting into an accident. However, cars used in taxis are more often issued with more expensive policies with the “multidrive” function, where there is no need to indicate the data of specific people, which is generally more profitable if a high-accident driver is driving. At the same time, it is important to understand that in such a case, when an unlimited number of people are allowed to drive the vehicle, the KBM discount is not taken into account and other coefficients increase.
The spread in the cost of an OSAGO policy for a taxi is quite large: from 15,000 to 50,000 rubles, — Peter Shkumatov said. — The most expensive is the “multidrive taxi” (35-50 thousand rubles), but if the policy is issued for a specific driver with a good history, then it costs several times cheaper. Also, the price depends on the specific insurance company and its conditions.
Igor Morzharetto, an auto expert and member of the public council of the Federal Road Agency of the Ministry of Transport of the Russian Federation, believes that the basic cost of an OSAGO policy for a taxi should be higher than for other drivers, since statistics show that the risk of accidents is higher in this segment. At the same time, he emphasizes that despite this, the price should not differ tenfold.
Then this will not scare away even those people who work in a taxi not for a full day, but only for part of the day. There are quite a few of them, primarily in the regions. These people work in traditional enterprises for the sake of a stable salary, but work part-time, for example, in the evenings.
Pavel Samiev, General Director of BusinessDrom, Chairman of the Opora Rossii Financial Markets Committee, agrees that taxi drivers are indeed at high risk due to the high accident rate:
The reason for high tariffs for taxi drivers is banal — it is a high unprofitability. The value of OSAGO tariffs is affected by the frequency of losses, accident rate and many other factors that lead to an increase in the loss ratio (CR) of the taxi segment and, accordingly, an increase in tariffs, which, by the way, is still not enough to reduce the UC.
Reduced risks in this segment may lead to a reduction in the tariff. They are related to factors such as the operating conditions of the car, driving style, working conditions. But, in my opinion, there are no clear prerequisites for any significant systemic improvements in the taxi market, which will lead to a drop in the accident rate and the frequency of losses of insurers.
Answering the question whether the fears that due to the current economic situation and innovations in the rules for taxis and public transport, there may be a shortage of transportation services are justified, Igor Morzharetto emphasized that “There will always be a taxi, as there is a demand for these services. It is necessary to look for, offer some options so that the maintenance of this activity, including the OSAGO policy, remains available. This is important so that drivers do not go into the gray zone, the era of bombing does not return.”
The expert also noted that the shortage of spare parts and their high cost is the main factor affecting the growth in the cost of an OSAGO policy, not only for a particular insurance segment, but for all vehicles in general.
