Scammers deceived women: a fraudulent scheme for cashing out maternity capital was exposed
In the Omsk region, fraudsters created several consumer credit cooperatives and hired 19 employees with experience in the real estate sector. Employees used advertisements to find women who had received maternity capital. They convinced women to fictitiously formalize transactions for the purchase of houses, apartments and plots using maternal capital funds. For this purpose, fake targeted loans were issued, with the funds going to the cooperative. The scammers managed to attract 126 women to this scheme, the department said. People who fell under the influence of scammers were unable to improve their living conditions. In addition, the Pension Fund, acting as the operator of the maternity capital program, using forged documents, transferred 59 million rubles to the cooperative’s accounts to repay non-existent loans.
The scammers operated from 2017 to 2021. The investigation was completed only in 2026. Charges have been brought against 21 persons for fraud in receiving payments (Parts 3 and 4 of Article 159.2 of the Criminal Code). They are accused of organizing a fraudulent scheme involving the purchase of housing using maternal capital. The case was sent for consideration to the Omsk district court.
Let us remember that maternity capital is a government subsidy that families can receive upon the birth of children. Matkapital can be used for strictly defined purposes, for example, to improve living conditions. Cashing out maternity capital is prohibited; such actions may result in criminal liability.
