A possible “cooling period” for cash withdrawals can only be introduced with the consent of the citizen himself, says Sergei Mironov, chairman of the A Just Russia party. This is how the head of the SR commented on the initiative of the Ministry of Internal Affairs. Earlier, Deputy Head of the Ministry of Internal Affairs of the Russian Federation Andrei Khrapov made new proposals to combat fraudsters: introduce a “cooling period” when withdrawing cash from cash desks and a limit on transfers via NFC (contactless payments) of up to 50 thousand rubles per day.

I believe that such restrictions, if they can be introduced, will only be on a voluntary basis. When a person decides for himself whether he needs a “cooling off period” and limits– comments the head of SR. – Anti-fraud measures are constantly being strengthened, but they should not infringe on the rights of citizens. People are already complaining about cards and accounts being blocked because the Central Bank has expanded the signs of “suspicious transactions” since the beginning of the year. Although back in November, the head of the Central Bank admitted that they “went too far” in anti-fraud measures. It is impossible to limit free money circulation for the sake of fighting crime. It is necessary to maintain a line between protecting and respecting people’s interests. Therefore, additional restrictions can be introduced only upon application and with the consent of the citizen.
