Sergei Mironov: “For citizens with incomes below the subsistence level, it is high time to abolish personal income tax”

Chairman of the A Just Russia party, head of the Duma faction of the SR, Sergei Mironov, announced the need to further adjust the progressive scale of income tax. Sberbank analysts, based on the salary receipts of the bank’s clients, concluded that the introduction of a five-step personal income tax scale from January 1, 2025 slowed down the dynamics of average salary growth.

That’s it! It turns out that it is not the economic downturn, low profitability and debts that force enterprises to restrain wage growth, but the progression of personal income tax. Only gentlemen-analysts somehow lost sight of the fact that the scale begins to apply for incomes over 2.4 million rubles per year, in other words, for those who earn more than 200 thousand per month. And according to the latest data, we have only 7.5% of them! That is, 92.5% of working citizens were not affected by the progression at all — personal income tax for them was still 13%“, the parliamentarian emphasized.

The leader of A Just Russia believes that the introduction of a progressive scale may encourage the super-rich to hide taxes.

I don’t believe that our top managers have stopped increasing their salaries or are embarrassed to do so on the same scale. And where are the incomes of the oligarchs, which by all indicators are swelling by leaps and bounds? This means that this entire public is trying to deceive the state, which our tax officials need to take note of. As for the progressive scale, it needs to continue to be adjusted: income from 250 to 500 million rubles per year is subject to personal income tax at a rate of 25%, and from 500 million — 35%. At the same time, it is high time to abolish personal income tax for citizens with incomes below the subsistence level. These are our program requirements that we will achieve next year, – Mironov noted.
