According to the results of the competition for the best practices for developing human resources in the public authority system, Sevastopol became the leader in the implementation of personnel practices. The award was presented at the Senezh Management Workshop.
In March 2026, the Center for the Development of Competencies of State and Municipal Employees of Sevastopol took part in a competition held by the Senezh Management Workshop of the presidential platform “Russia — a Land of Opportunities.” The competition committee highly appreciated the results of the work of the Sevastopol team, and the presented practices were recommended for implementation in the regions of Russia.
The center was created on behalf of Governor Mikhail Razvozhaev within the structure of Sevastopol State University and is subordinate to the Office of the Governor and the Government of Sevastopol. Despite the fact that the Center is just over six months old, the results of its work have already received high praise at the federal level.
The main objectives of the Center are to attract young people to the state civil service of Sevastopol, assess and develop the managerial potential of civil servants, as well as organize internships for students in government bodies.
Among the practices presented:
- training of SVO participants in universities of the city at the expense of the Sevastopol budget. To date, 67 people have successfully completed the first sessional period of study in bachelor’s and master’s programs in previously chosen areas of training, including “State and Municipal Administration”, “Economics” and “Management”, “Informatics and Computer Science”, “Organization of Work with Youth”, “Political Science”, “Psychology”, “Technosphere Security”, “Jurisprudence” and others. Also, additional professional education programs are being implemented for participants and veterans of the Northern Military District. In 2025–2026, training was completed in 328 programs in the following areas: state and municipal management, public procurement, personnel policy, legal processes, construction and others;
- student club of civic education and youth education “Citizen”. The project is a student community aimed at civic education, increasing knowledge about the main stages of public administration, developing interest in participating in political processes and building a career in public service. Currently, the club unites more than 100 students who participate in project events.
