The Russian Ministry of Digital Development has updated the list of IT companies whose employees can apply for a preferential mortgage. Regional banks (AB Russia, PSB, Sberbank, VTB) took part in preferential mortgages for IT specialists. According to data from official sources, since the start of preferential IT mortgages, banks have issued 194 loans totaling 1.3 billion rubles, including 17 preferential loans issued in 2025 for a total amount of 133 million rubles.
In total, more than 800 companies operating in the field of information and communications are registered in Sevastopol, of which 50 IT companies have received accreditation from the Ministry of Digital Development of Russia, — noted acting director of the digital development department Tatyana Chernousova/
Program conditions:
- rate up to 6% — can be reduced according to a regional program or by a bank;
- minimum down payment from 20%;
- credit is available from authorized banks;
- the program applies only to new housing;
- the program is valid until the end of 2030, but the preferential rate will remain for the entire term of the mortgage loan.

The next list update is scheduled for closer to May 25, 2026. Those companies that do not find themselves on the list can submit a new consent before May 20 next year and (or) apply for tax breaks until the end of 2025, provided that the share of income from IT activities at the end of the year is at least 70%.
If consent has already been submitted for an indefinite period, it does not need to be submitted again. This requirement only applies to loans issued after August 1, 2024: through this consent, the bank confirms that the borrower actually works for an accredited IT company. If your company is not on the list, check with the employer to see if the conditions were met: perhaps benefits were not applied, the consent was completed in error or was submitted late.
