Sevastopol’s own budget revenues will increase by 18%

Sevastopol’s own income in 2026 is projected to be 18% higher than in the current year — more than 45 billion rubles, the regional finance department told TASS.

Russian President Vladimir Putin noted at the beginning of this year that over 11 years as part of Russia, Sevastopol has increased its own income by 4.5 times. Previously, the authorities of Sevastopol have repeatedly noted that the city is working to increase its own budget revenues, since the region is now subsidized.

The share of the city of Sevastopol’s own budget revenues for 2026 is projected to be 58.3%, in 2025 it was initially 49%, and according to the revised plan — 46.3%. The changes are related to the additional provision of interbudgetary transfers to the city of Sevastopol and an increase in the plan for tax and non-tax revenues. Own income in 2026 is projected at 45.1 billion rubles. <...> The growth of tax and non-tax revenues of the budget of the city of Sevastopol in 2026 is planned at the level of 118% of the planned values ​​for 2025, says the response to a TASS request.

It is explained that own income consists mainly of personal income tax, corporate income tax, taxes on total income and excise taxes. And the growth expected in 2026 is associated precisely with an increase in the revenue base.

Earlier, the Legislative Assembly of Sevastopol adopted in the first reading the law on the city budget for 2026 and the planning period 2027-2028. Budget revenues for 2026 are planned at 77.5 billion rubles, expenses — 81.4 billion, deficit — 3.9 billion.

About the budget of Sevastopol 2025

The budget of Sevastopol for 2025 was adopted in the first reading with revenues at 65.8 billion rubles and expenses at 70.5 billion rubles. The budget deficit thus amounted to 4.7 billion rubles. As a result, revenues were approved at the level of 69.7 billion, expenses at 74.4 billion rubles. According to the amendments adopted on November 18, income for the year is expected to be 84.58 billion rubles, expenses — 89.19 billion, deficit — 4.6 billion.
