From October 1, 2025, a pilot project will start in Sevastopol to simplify the receipt of social support measures for participants in a special military operation and their families. Instead of collecting dozens of information, campaigns in instances and repeated confirmation of status — now one statement is enough. And by December, the system will become even more convenient: part of the benefits will begin to be provided in proactive mode-without the need to request anything.

The initiative is implemented on behalf of the governor Mikhail Podvozhaev and became possible thanks to the creation of a new module based on the current system “Social Support of the Population”. The module combined the data of all departments, automated interdepartmental interaction through the regional SME with federal data windows. This made it possible to abandon manual processing and duplication of documents — now confirmation of the status of the participant of his own occurs automatically, in real time.

Previously, a citizen, in order to get even one benefit, had to submit a full package of documents. In addition to confirmation that he is a participant in his own, he also needed to provide a number of documents. Now we are minimizing all this. A person submits one application. That is, the bodies themselves form a package of documents with the maximum use of existing information. Moreover, the created form allows you to recall once again that it also has another measure of support, to pay attention to this,-quoted the press service of the Government of Sevastopol, director of the Digital Development Department of Sevastopol Tatyana Chernousova.

The first stage — the “complex request” — is launched in test mode on September 8, and from October 1 will be available to everyone. It is enough for a citizen to come to the MFC, fill out a single form, and the application signed by a qualified electronic signature will automatically disperse to all the necessary authorities. Everything else is the operation of the system.

But the main tool is a proactive mode that will work before December 1. As soon as information from the Ministry of Defense about the new participant in Sevastopol enters the system, he automatically receives a notification to the Personal Account on public services with a list of affordable benefits. It remains only to put the boxes opposite the necessary — and the applications go to execution.
