To obtain permission to carry out excavation work, citizens and organizations can use the electronic service of the government services portal.
A permit to carry out excavation work provides the right to carry out excavation work during the construction, demolition or repair of buildings, structures, utility networks and roads, as well as during emergency restoration work.
In total, in 2025, Sevastopol residents submitted over 1,000 applications, 98% of which were submitted electronically. To receive a public service, you must:
1. have a verified account;
2. fill out the electronic application form by link;
3. wait for the department’s response — from 3 to 10 working days, depending on the purpose of the appeal;

It is important to note that carrying out excavation work without permission entails administrative liability.
