Since the beginning of the year, 16 illegal NTOs have already been dismantled in Sevastopol
Since the beginning of 2026, 16 illegally installed non-stationary retail facilities (NTO) have already been dismantled in the city, and 24 protocols on administrative offenses have been drawn up under Article 11.1 of the Law of the City of Sevastopol No. 130-ZS “On Administrative Offences”.
Thus, on February 4, 2026, employees of the Department of Agriculture and Consumer Market, with the participation of the Leninsky District Prosecutor’s Office, drew up 4 protocols against persons who traded without permission. At the same time, violators had previously received official notifications about the need to bring their activities into compliance with the law, but the necessary documents confirming the legality of placing retail outlets were never provided to the department.
Products sold outside official and controlled retail outlets do not undergo mandatory veterinary and sanitary control. Lack of proper storage and transportation conditions makes such goods — especially perishable ones such as dairy products, meat, fish, vegetables and fruits — potentially hazardous to health. Buying secondhand can lead to food poisoning, intestinal infections and other serious illnesses,” explained department director Natalia Skoryukova.
Today the city operates:
- 13 retail markets with nearly 5,000 legal retail locations;
- 120 fairgrounds;
- more than 200 regional retail stores;
- over 1,500 officially registered non-stationary trade places.
In 2025, about 1,600 illegal NTOs were identified in Sevastopol, of which more than 1,100 were dismantled. The total amount of court fines imposed for trade violations exceeded 1.7 million rubles.
