CrimeaPRESS reports:

In Simferopol, the police detained two young people for advertising illegal substances. By the way, it fits under the article «distribution».

Caught young «artists», as they say, red-handed. The PPS outfit noticed two young people near Kievskaya Street who had several plastic stencils for advertising narcotic substances with traces of paint. The young people explained that they used these stencils to advertise banned substances on the walls and facades of city buildings. The police officers detained the young people and took them to the police department for investigation. The perpetrators were 18-year-old first-year students at a local university and college.

At the police department, the detainees explained that they found a part-time job in one of the popular messenger groups. They were offered, for a cash reward of 75 rubles for each inscription, to distribute information containing an advertisement for an online store where you can buy drugs that are prohibited in the Russian Federation.

With regard to citizens who carried out propaganda of narcotic drugs, the police drew up 17 protocols on an administrative offense under Part 1 of Art. 6.13 of the Code of Administrative Offenses of the Russian Federation (propaganda or illegal advertising of narcotic drugs, psychotropic substances or their precursors, plants containing narcotic drugs or psychotropic substances or their precursors, and their parts containing narcotic drugs or psychotropic substances or their precursors, as well as new potentially dangerous psychoactive substances )— reported in the Ministry of Internal Affairs for the Republic of Crimea.
