Tax Service of Sevastopol: online cash registers in 2026: what changes to prepare for
From the beginning of 2026, changes to the Tax Code of the Russian Federation will come into force, associated with a change in the value added tax rate from 20 to 22 percent. In this regard, entrepreneurs and organizations using cash register equipment need to make the appropriate settings in the cash register equipment.
Let us remind you that the VAT rate refers to the mandatory details of a cash receipt. From January 1, when generating a cash receipt, in particular, when reflecting individual details in it, you should be guided by the formats of fiscal documents approved by Order of the Federal Tax Service of Russia dated December 8, 2025 No. ED-7-20/1050@ “On amendments to Appendix No. 2 to the Order of the Federal Tax Service dated September 14, 2020 No. ED-7-20/662@.”
After modifications are made by manufacturers, cash register users are required to install an update in the software of their cash register equipment, which allows them to switch to displaying the new VAT rate of 22% from January 1, 2026.
At the same time, these changes in some cases require organizations and individual entrepreneurs to update not only cash register software, but also their accounting systems.
A situation may arise when CCP users, for reasons beyond their control, use the equipment without updating the software, which, in turn, can lead to violations involving administrative liability.
However, it should be taken into account that in accordance with parts 1 and 4 of Article 1.5 of the Code of Administrative Offenses of the Russian Federation, a person is subject to administrative liability only for those administrative offenses for which his guilt has been established. Irremovable doubts about the guilt of a person brought to administrative responsibility are interpreted in favor of this person.
Therefore, in the 1st quarter of 2026, the focus of the tax authorities will be on informing taxpayers about the entry into force of Federal Law No. 425-FZ, which provides for the establishment of a VAT rate of 22% from the new year, and the need to generate tax reporting with the calculation of the current VAT rate.
