Taxpayers of Sevastopol were reminded of the deadlines for paying property taxes and the new mechanism for collecting tax debt

The head of the department of desk control in the field of property taxation, Anna Minkina, reminded the audience that the tax notices include the amounts of assessments for land and transport taxes, as well as the personal income tax (if the tax is not withheld by the tax agent), the tax on interest income from bank deposits and the property tax of individuals.
The speaker said that taxpayers have already received tax notices, most of which were sent through “Taxpayer’s personal account for individuals” or through the government services portal.
She clarified that if a tax notice is not received, it is advisable for the payer to contact him in any way convenient for him: personally to the tax office, through MFC or send a written request through the services of the Federal Tax Service.
Anna Minkina recalled that notifications are not sent to taxpayers if there is a benefit that completely exempts the owner from paying tax, as well as if the total amount of taxes in the notification is less than 300 rubles.
The amounts specified in the tax notice must be paid no later than December 1, 2025. Citizens have access to various options for paying taxes, for example, through “Taxpayer personal account for individuals«, on the website of the Federal Tax Service in the section «Payment of taxes and duties», in your personal account on website of the State Services, as well as through the QR code posted on the notification. Payment can be made through banking institutions by indicating the payment details or UIN posted in the notification.

During the webinar, the head of the department of project management of debt and settlement of debt of individuals, Andrey Yakovlev, spoke, who focused on innovations in legislation on extrajudicial collection of tax debt.
From November 1, 2025, changes to tax legislation come into force, which introduce new rules for collecting debts from individuals out of court. Now tax authorities have the right to collect tax debt without a court decision if a negative balance has formed on the single tax account and the citizen has not fulfilled the payment requirement. The basic rule of out-of-court collection is aimed at protecting the rights and interests of taxpayers, namely, collection is carried out only in relation to undisputed amounts of debt.
Andrey Yakovlev noted that in order to adapt to the new legislation, transitional provisions have been developed for the collection of debt incurred before and after November 1, 2025, ensuring a smooth transition to the new mechanism. He clarified that all individuals who have debt at the time of the introduction of the new law will be sent a special “Information message” through a single portal of state and municipal services to warn debtors about the presence of a negative balance.
Andrey Yakovlev described the algorithm of actions of a citizen who has received an information message and clarified that in case of disagreement with the amounts of the debt, if there are grounds, it is necessary to send an application for tax recalculation within 30 working days from the date the message was generated. While the application is being considered, collection of the disputed debt is suspended. Within 30 working days, a decision will be made either to recalculate the previously accrued tax, or to refuse recalculation if there is no reason to do so. In some cases, the tax authority may extend the consideration period by no more than 30 days.
