The “Active Citizen” competition (initiative budgeting) will be held in Yalta

The administration of the city of Yalta of the Republic of Crimea announces a competitive selection of initiative projects in 2026 within the framework of the “Active Citizen” project on the territory of the municipal district of the resort city of Yalta in order to implement activities that are of priority importance for residents of the municipality or part of it, to resolve issues of local importance or other issues, the right to resolve which is granted to local governments.

The competitive selection of initiative projects in the municipal district of the resort city of Yalta is carried out in accordance with the decision of the Yalta City Council of the Republic of Crimea of the third convocation dated February 27, 2026 No. 8 “On approval of the Regulations on the implementation of initiative projects in the municipal district of the resort city of Yalta of the Republic of Crimea.”

Methodological guidance and consultations on the implementation of initiative projects are provided by the Financial Department of the Administration of the city of Yalta of the Republic of Crimea.

Friends, let me remind you: “Active citizen” (initiative budgeting) is an excellent way to bring ideas to life, which, due to the peculiarities of the legislation, are not always possible to implement exclusively using budget funds. The main conditions remained the same: five percent co-financing from the initiators, and in the future — the opportunity for everyone to benefit from the results of the project. And to win, it is extremely important to correctly formulate a package of documents,” noted the head of the Yalta administration, Yanina Pavlenko.

The volume of budgetary allocations to support one initiative project of the Yalta city district from the budget of Yalta cannot exceed 2,000,000.00 (two million) rubles.

The start of accepting initiative projects is March 25, 2026.

The deadline for accepting initiative projects is April 27, 2026.

The following may put forward an initiative to introduce a draft:

an initiative group of at least ten citizens who have reached the age of eighteen and live in the territory of the municipal district of the resort city of Yalta;
bodies of territorial public self-government of the municipal district of the resort city of Yalta (hereinafter referred to as TOS);
non-profit organizations formed in accordance with the Federal Law of January 12, 1996 No. 7-FZ “On Non-Profit Organizations” and operating in the municipal district of the resort city of Yalta for at least two years (hereinafter also referred to as the initiators of the project).

Initiative projects and documents for them are accepted at the address: 298600, Republic of Crimea, Yalta, sq. Sovetskaya, 1, room. No. 110 (Financial Department of the Administration of the city of Yalta of the Republic of Crimea), as well as by e-mail: finance@yalta.rk.gov.ru.

Also, initiative projects and documents for them can be submitted to the territorial bodies of the Yalta administration.
