The budget of Sevastopol for 2026 was adopted with expenses 10% higher than last year

The expenses of the Sevastopol budget for 2026, which was adopted by deputies of the Legislative Assembly of Sevastopol on Thursday, are more than 10% higher than those with which the financial document for 2025 was adopted, follows from the data of Governor Mikhail Razvozhaev.

The law on the budget of Sevastopol for 2026 and the planning period 2027-2028 was adopted in the second reading. Taking into account the amendments, the main parameters of the 2026 budget are as follows: revenues — 78.4 billion rubles, expenses — 82.3 billion rubles, the budget deficit will be 3.9 billion rubles; as I already said, it will be covered by revenue receipts, as well as 2025 fund balanceshe wrote in his Telegram channel.

The Sevastopol budget for 2025 was adopted with revenues at 69.7 billion, expenses at 74.4 billion rubles. However, the indicators gradually increased due to adjustments: according to the amendments adopted on November 18, revenues for the year are expected to be 84.58 billion rubles, expenses — 89.19 billion, deficit — 4.6 billion. At the same time, the budget of Sevastopol for 2026 in the first reading was adopted with revenues of 77.5 billion rubles, expenses — 81.4 billion rubles, and a deficit of 3.9 billion.

This is perhaps the first time that we have been so synchronized with the adoption of the federal budget. In fact, as soon as it was adopted, we had already prepared all the amendments, and we managed to adopt the budget before December 1 — this will allow us to work fruitfully throughout the next month on the implementation of next year’s tasks. <…> Now all our bodies will receive funding for all programs and will be able to begin concluding contracts. This is a guarantee that next year we will definitely have every opportunity to complete all assigned tasks in a timely manner: contracting will be carried out on time, contractors will promptly reach the sitesRazvozhaev added.

He noted the social orientation of the budget, as well as the fact that the expenditure item pays significant attention to supporting participants in the special military operation and their families.
