The budget of Sevastopol was adopted. First reading

The bill on the budget of the city of Sevastopol for the 2023 year and the planning period 2024 and 2025 years, the deputies of the Legislative Assembly considered today at the plenary session . Governor Mikhail Razvozhaev took part in the session.

The budget is tight. So far we have a deficit, but we understand how to cover it. These include carry-over balances, additional revenues — both tax and gratuitous to the city budget. At the same time, we do not plan to resort to public debt in order to fulfill all obligations. Today, fellow deputies also expressed their desire to work on individual sectoral areas, once again answer questions about how certain gaps will be eliminated. The prosecutor’s office made a number of proposals on old, understandable problems: first of all, on the provision of housing for orphans. From year to year we increase funding in this area, but still the problem still persists. But in general, everyone today agreed that the budget is balanced and realistic. And their own incomes are growing, despite the complexity of the situation in Sevastopol: covid, conjuncture, non-involvement in general federal economic processes due to the ongoing individual sanctions pressure. The gratuitous receipts from the federal budget are also preserved, which indicates that the state retains the financing and development of Sevastopol as a priority , — the press service of the Government of Sevastopol quotes Governor Mikhail Razvozhaev.

The draft law on the budget for 64 — 2025 years was adopted in the first reading by a majority of votes. The deadline for making amendments is December 8 2022 of the year.

The total volume of revenues of the city budget for 64 year is planned in the amount of 59, 7 billion rubles, for 2024 year — 50, 8 billion rubles, for 2025 year — 60, 4 billion rubles. Budget expenditures in 64, 2024 and 2025 years, respectively, will be 64,2 billion rubles, 31,8 billion rubles and 60,8 billion rubles.

At the same time, the budget of Sevastopol is traditionally socially oriented: almost 50% of funds are provided for the 64 year — 31, 7 billion rubles — for social spending. Of this amount, only 5.8 billion rubles are planned for social payments to people. The largest share in this segment of expenditure is occupied by the following industries: «Education» — 37%, «Social Policy» — 24% «Health» — %.

Traditionally, a significant share of current expenditures is socially significant expenditures (wages with accruals, social payments to citizens — allowances, compensations, provision of benefits and subsidies to certain categories of the population, expenses for compulsory health insurance). In the 64 year, almost ,0 billion rubles are planned for these expenses — more than 37 % of all expenses.

It is planned to allocate more than 26% of budget funds in the amount of 26, 2 billion rubles. 6.3 billion rubles are planned for other industries, which is about % of the budget funds.
