The Center for Regional Management of the Republic of Crimea published a new rating of local self-government bodies of Crimea

Evaluation — for work in social networks and the media.

Specialists of the Center for Regional Management of the Republic of Crimea analyzed the work of local governments on the Internet for February 2023. The work in the information and analytical system «Incident Management», maintenance of official pages in social networks and MediaIndex were taken into account.

The rating is based on the federal rating system of ANO Dialog Regions. Rating compiled regularly and provided to all heads of administrations. It helps to improve the quality of communication with Crimeans, analyze the situation on the ground and make management decisions— noted in the SDG.

Work with citizens’ appeals in social networks.

In the rating for work in the Incident Management information and analytical system, interaction with citizens’ appeals in social networks was assessed. Among the evaluation criteria are the quality of responses, the average response time, the percentage of overdue applications.

The first place in the rating was occupied by the Saki district (average response time 3 hours). The second place was shared by the Sovietsky district (2 hours 58 minutes) and the city of Armyansk (2 hours 53 minutes).

Residents of Stary Krym wait the longest time for an answer to their questions — 19 hours 59 minutes. The Chernomorsky and Leninsky districts are also outsiders, where administration representatives do not have time to provide citizens with an answer within the prescribed time frame.

Maintenance of official pages in social networks.

When compiling rating for maintaining the official pages of the heads of administrations, the representation in social networks, three quantitative indicators and the quality of content according to 9 criteria were taken into account.

The first place in the top-zone of the rating is occupied by the head of the administration of Yalta, Yanina Pavlenko.

In second place is the head of the administration of the city of Evpatoria Elena Demidova.

In third place is the head of the administration of Kerch Svyatoslav Brusakov.

In the «red zone» of the head of administration:

— the city of Stary Krym — Grigory Balabanov,

— the city of Shchelkino — Vladimir Zagrebelsky,

— the city of Krasnoperekopsk — Vadim Khomin,

— Pervomaisky district — Elena Krestyaninova,

— Kirovsky district — Elena Yanchukova,

— Sovetsky district — Victoria Gritsai.

Work in the information field.

MediaIndex is an indicator of the Medialogy system that allows you to qualitatively analyze the effectiveness of PR. In the MediaIndex rating, the leading positions are traditionally occupied by the head of the administration of Yalta, Yanina Pavlenko, the head of the administration of Kerch, Svyatoslav Brusakov, and the head of the administration of Simferopol, Mikhail Afanasiev.
