An electronic service for concluding transactions for the purchase and sale of vehicles has been launched on the website of the State Services by expanding the functionality of the portal of state and municipal services to enable the execution of an agreement on the transfer of ownership of a vehicle in electronic form.
A contract for the sale of a vehicle can now be concluded electronically, while it will have the same legal force as a signed one on paper. Filling out and signing the contract by both parties takes a total of no more than 10 minutes. To sign the contract in electronic form, you must have an account on the State Services portal and the State Key mobile application.
To ensure the transparency of the transaction, reduce the time and financial costs of its participants, the service will automatically check for restrictions on the car, whether the vehicle is wanted or pledged.
The signing of the contract takes place with the help of the State Key — this is an application for signing legally significant documents in electronic form, which gives users with a verified account the opportunity to sign contracts and execute transactions online.
In addition, we would like to inform you that in order to register a vehicle, it is mandatory to have an OSAGO policy issued for the new owner, as well as a valid diagnostic card for vehicles older than 4 years.
According to the Tax Code of the Russian Federation, payment of the state fee is provided for the issuance of:
- vehicle registration certificate — 500 rubles;
- vehicle passport — 800 rubles;
- amendments to the current TCP — rubles;
- state license plates for cars — 2000 rubles;
- state license plates for trailers and motorcycles — 1500 rubles;
- (replacement) of a national driver’s license — 2000 rubles;
- of an international driver’s license — 1600 rubles.
In the case of filing an application for registration and examination actions using the Unified Portal of State and Municipal Services, payment of the amount of the state fee is made with a 30% discount.
