The employment service of Sevastopol is recognized as the best in the country in terms of quality and availability of services
The customer-centricity index in Sevastopol amounted to 95.6 points out of 100, an increase of 8.7 points over the quarter. The assessment was based on 20 indicators, grouped into five key groups of customer expectations: friendliness and partnership, usefulness, minimizing effort, targeting, external comfort and convenience.
Both employers and city residents gave high marks to the work of the personnel center. Employers rated the quality of services at 95.98 points (an increase of 7.87), citizens — at 95.22 points (an increase of 9.53). Key benefits include polite and professional staff, open management, and assistance in overcoming digital barriers.
In 2025, as part of the monitoring, more than a thousand detailed reviews were received from clients of the Sevastopol employment service. More than 40% of them are words of gratitude to specialists. Pensioners and women with children rated the work of the center especially highly, noting the attentive attitude and individual approach.
By the end of 2025, with our support, more than 3.2 thousand people found work. The average duration of unemployment decreased by 20% to 95 days, and the average time of employment decreased by 10 days to 90 days. The number of employers who contacted us for personnel selection has doubled, and the period for filling vacancies has been reduced by 40% — to 67 days. These results are direct confirmation that we are building a service that truly helps people and businesses, — noted the director of the Personnel Center of Sevastopol Irina Stratiy.
Since 2023, the customer-centricity index has been used as a federal tool for assessing the performance of personnel centers and is conducted quarterly. It is aimed not only at increasing employment rates, but also at developing high-quality services within the framework of the “Personnel” national project.
The Sevastopol employment service has a customer experience design and quality control department that analyzes feedback and implements best practices, focusing on the “voice of the client.” A training system for all specialists in client-centricity has also been built.
Particular attention in the work is paid to those who need support in the first place: SVO participants, youth, citizens over 50 years of age and unemployed Sevastopol residents.
In the personnel center of Sevastopol, projects are being implemented that make the services of the employment service more accessible and useful: a vacancy forum for SVO participants and their families, the “Christmas Tree of Success” for aspiring entrepreneurs, “Professions Day” for primary schoolchildren, a federal project on routing and career guidance for youth.
Also, on the basis of the personnel center there are clubs that help build systematic interaction with different audiences: a club for SVO participants and members of their families “ZA SVOih”, an employers’ club “Horizons of Opportunities” and a women’s club “League of Success”.
