The Federation Council believes: family mortgages should be issued in the region of residence

When issuing a family mortgage, priority should be given to the family’s region of residence, said Federation Council Speaker Valentina Matvienko at a meeting of the Council of Legislators. This will help reduce the outflow of people to the capital regions, Matvienko believes.

Preferential mortgages should not stimulate the flow of people from the regions to metropolitan agglomerations, the speaker of the Federation Council emphasized. This trend is now visible. Breaking it is important for the harmonious spatial development of the country.

The Federation Council advocates priority issuance of family mortgages in the region of residence, Matvienko noted. She added that no one prohibits families from moving to other regions. The Federation Council also advocates active construction of housing in other cities and towns. It is important that the bulk of housing construction is not concentrated in large cities.
