The head of Crimea reported to Russian President Vladimir Putin on the socio-economic situation in the Republic of Crimea

Let’s start with socio-economic status.

S. Aksyonov: The economy, despite external factors of influence, still shows growth, tax and non-tax revenues to the budget of the Republic of Crimea, growth compared to last year, despite all the negative factors of external influence.

Key points: this is the driver of the federal target program and national projects. For national projects: [реализуется] 12 national and 42 regional projects. There are up to 200 large facilities within the framework of national projects, major repairs are being carried out across all systems — healthcare, education, housing and communal services.

At the same time, the biggest thing, everything related to waste processing facilities, is completely federal funding. Three eco-technoparks will be put into operation in Crimea — the main problem is the accumulation of waste from previous years: one this year, one in 2026 and one in 2027. The total capacity is 860 thousand tons. Fully supported by the Government. This is your order directly.

V. Putin: I am very glad that this work is underway.

S. Aksyonov: We’re moving. It will also allow you to recycle accumulated waste.

According to the federal target program we have [заложено] 68 billion rubles for this year, 36 introductory facilities, of which the largest facilities are three new schools. One in Evpatoria, one in Feodosia and one in the Simferopol region, in Ukromny. That is, large schools are being introduced, with a total of 1,800 seats in all three schools, four kindergartens with 620 seats, infrastructure facilities, bank protection, and again major repairs of bank protection structures.

As for the resort sector, 6 million tourists have already visited the Republic of Crimea, a 16 percent increase compared to last year. In terms of revenues to the consolidated budget, based on the results of the holiday season, we see that this is 2 billion [рублей] more than last year by 2 billion 200 thousand.

All this collectively influences the growth of small and medium-sized businesses. In general, the amount of funds that come from small and medium-sized businesses in the gross regional product is 35 percent, which is also a significant part. We have 284 thousand SMEs registered today, compared to 2016 – there were only 82.

This is facilitated by the free economic zone regime: we have 1,280 registered agents in the free economic zone and the total investment volume is already more than 280 billion rubles. More than 12 thousand jobs were created only within the framework of these projects.

Thanks to your support, we are moving towards construction. In general, somewhere around 1 million 250 thousand square meters have been built in 2024, and this year we will reach the same parameters.

V. Putin: These are good indicators.

S. Aksyonov: Good. However, we lag behind the Russian average: on average, our provision of living space per person is 21 meters, in Russia the average is 29.4.

V. Putin: The pace is good.

S. Aksyonov: We’re catching up. Crimea started from zero and according to these programs, which were adopted thanks to your support, we are starting everywhere.

All this together makes it possible, first of all, of course, to ensure… I won’t even go into detail, a very large number of projects are being implemented on your instructions.

Thanks to the Moscow government, Sergei Semenovich Sobyanin, you also gave instructions to provide support to Crimea, and up to 53 billion rubles have already been allocated directly by the Moscow government over these years. Sergei Semenovich — thanks to him — decided to allocate another 3 billion for the next three years, that is, in addition this will also be: healthcare facilities, immediate local areas, public areas, renewal of public transport. All this together makes it possible, among other things, to provide support measures for SVO participants.

V. Putin: What about the roads?

S. Aksyonov: Vladimir Vladimirovich, now the share [дорог, доведенных] to the standard state — 48 percent. When even Anton Germanovich Siluanov came, I remember he reported to you on the roads of Crimea, everyone comes, especially those who have not been in Crimea for more than five years, and they see a colossal difference.

In the evening, it is often impossible to recognize the terrain, because Crimea has really changed dramatically, and those who have not been for ten years do not even understand where they are. The changes are colossal; we plan to increase the level to 60 percent by 2030. [дорог] in standard condition.

Now we are focusing on the road network in municipalities, what is near people. Thanks to your decision, the main routes have been connected. We are repairing the Dzhankoy highway, we have transferred it directly into the ownership of the federal Rosavtodor, and have already begun repairs. This is the main route that connects us with the historical regions that have returned in 2022.

In general, all this makes it possible to provide the participants of the Northern Military District with all support measures, 28 regional support measures. And I can say that helping SVO participants is my personal business directly.

V. Putin: I know.

S. Aksenov: I have two guys for whom I am a mentor, Heroes of Russia. According to the “Time of Heroes” program, we have a Crimean regional program “Heroes of Crimea”, more than 900 applications were submitted for participation in the competition. Based on the results, the public council selected 57 winners, all of whom are now assigned to Deputy Prime Ministers of the Government, ministers and heads of municipalities. Directly personally for every person, for every fighter who returned from the front and deserves respect.

You correctly said that this is the country’s elite, so your instructions in this regard are being carried out. I myself consider all requests received from SBO participants.

We are catching up on the program with the Government in schools. We have about 21 thousand children studying in the second shift. There is an understanding of how to build six new schools by 2030.

Today we are implementing a number of projects regarding infrastructure facilities and have received more than 7 billion infrastructure budget loans on your instructions from the Government of the Russian Federation. Thanks to this, construction projects are moving, and the volume of construction is growing every year.

For agriculture. The lack of water is understandable, we are now also compensating for it with measures. On your instructions, two reservoirs were included in the national projects — in Alushta and Yalta — to supply resort towns, 22 billion rubles. The money has been allocated by the Government, will be implemented on your instructions, and within two years we will completely close this problem.

V. Putin: I hope you are building schools according to our new all-Russian standards?

S. Aksyonov: The last school already corresponds. I don’t even know, maybe these are the standards when people come yat… I myself, when I came to the opening of a school for 480 places in Ismail Bay, in Yevpatoria, people had only admiration, the guys were in a good mood. An ultra-modern school, we didn’t see anything like it in Soviet times. Therefore, there is movement forward.

We are developing a project together with German Oskarovich [Грефом] on the campus, the construction of a 21st century school, with the Ministry of Education, Dmitry Nikolaevich Chernyshenko is patronizing the situation, Marat Shakirzyanovich [Хуснуллин] The Federal Target Program helps to implement.
