The results of the implementation of the “Crimea as we want” program in the Republic of Crimea for 2021-2025 have been summed up
Opening the event, the Deputy Prime Minister said that the initiative budgeting program “Crimea as we want” has been implemented in the republic since 2021.
This year we are summing up the 5th anniversary of the implementation of the practice of proactive budgeting and the 3rd anniversary of the implementation of the practice of school initiative budgeting. A competition of initiative projects in the field of youth policy, new to the republic, was successfully held. As time has shown, the involvement of citizens of all ages in resolving issues of local importance,” noted Irina Kiviko.
Speaking at the meeting, the deputy chairman emphasized that the republic is actively working to implement initiative budgeting projects in the territory of Crimea: the “Open Budget” Portal is functioning (sections “Crimea as we want”, “School initiative budgeting”, “Student initiative of Crimea”), which ensures automation of the processes of submission, consideration and approval of initiative budgeting projects, and the Center for the Study of Civil Initiatives of the Crimean Engineering and Pedagogical University Fevzi Yakubova provides ongoing consulting and information support in the preparation of projects within the framework of the “Crimea as we want” program.
Today I can say with confidence that almost every active village resident knows what the term “initiative budgeting” means. Over the past 5 years, 5 competitive selections of initiative budgeting projects have been held. All 14 municipal districts of Crimea are involved in the process. 433 residents’ projects won competitions, their total cost was about 601.2 million rubles, including 468.5 million rubles as a subsidy from the republican budget— said Irina Kiviko.
Regarding the implementation of the practice of school initiative budgeting (SKIB), the chief financier of Crimea reported that this practice is aimed at schoolchildren in grades 8 — 11 in rural schools in Crimea.
Over 3 years, 653 school projects were implemented with a total cost of 231 million rubles, including 209.6 million rubles as a subsidy from the republican budget,” Irina Kiviko clarified.
Continuing the conversation about the achievements of the republic, the Deputy Prime Minister drew the attention of the participants to the fact that over the 5-year period the republic has achieved significant success in the field of proactive budgeting. Crimean projects are increasingly being recognized at all-Russian competitions, and by the end of 2024, the experience of Crimea is included in the Report on the best practices of the Russian Federation. Also, the Ministry of Finance of Crimea for the first time took part in the All-Russian competition of management initiatives, presenting a work on school and student initiative budgeting. Among more than two hundred projects, our project took a prize in one of the categories.
Crimean practice has acquired “its own style”, becoming unique thanks to a systematic approach: the republic was one of the first to attract young people to participate in creative competitions held annually among schools; for the second year in a row, the unique project “School by the Sea” has been successfully implemented,” noted Irina Kiviko.
The Deputy Chairman announced that thanks to the significant achievements of Crimea in the development of proactive budgeting, in agreement with the Head of the Republic Sergei Aksyonov, the Research Financial Institute of the Ministry of Finance of Russia, it was decided to choose our republic as a platform for holding the V All-Russian Conference on School Initiative Budgeting. The conference will be held on the basis of the Crimean Spring Lyceum, as well as the ShkIB Academy.
Crimea will have something to surprise conference participants in terms of exchange of experience and the conference will become an important event allowing the exchange of new ideassaid Irina Kiviko.
At the end of her speech, the Deputy Prime Minister recalled that this year the republic held for the first time a competition of student initiatives, the winners of which were 44 projects with a total value of more than 20 million rubles.
The Government of Crimea supports the further development in the republic of the new direction for the republic “student initiative budgeting”, which undoubtedly has an impact on the formation of a responsible financially literate student — a citizen of Russia,” Irina Kiviko said in conclusion.
