The Slavny microdistrict in Sevastopol will provide housing for almost 14 thousand people

At a meeting of the Urban Planning Council chaired by Governor Mikhail Razvozhaev, the concept of the master plan for the “Slavny” microdistrict, a large-scale project prepared by the architectural bureau “Monolit” in the area of ​​the 7th kilometer of the Balaklava highway, was presented. The project is conceived as a full-fledged “city within a city”, based on the principle of 15-minute accessibility: everything necessary for life — from work and study to recreation and leisure — will be located within walking distance from the house.

The microdistrict is planned to house a secondary school for 1,530 students, two kindergartens with 390 seats each, a sports complex, a fire station, and a temple, which will become the spiritual and architectural center of the territory. In total, “Slavny” will be able to provide housing for almost 14 thousand people – that’s about six thousand apartments. At the same time, through the development of commercial and social infrastructure, the project will create about 4,590 new jobs, including employment in educational institutions, healthcare, trade and services.

According to the developers, the multiplier effect for the economy of Sevastopol will be almost 4.3 billion rubles, and the total tax and non-tax revenues will be about 2 billion rubles. The consolidated budget (including the federal budget and extra-budgetary funds) will receive about 12.8 billion rubles. In addition, as part of social obligations, the developer will transfer almost 39 thousand square meters of finished housing to the city — for the implementation of resettlement programs, providing for public sector employees and creating a stock of official housing.

The project provides for 5 construction phases and 26 stages, with the gradual formation of a comfortable urban environment: a panoramic park with an area of ​​8.5 hectares, a one-kilometer promenade area with public spaces and cafes, an alley in memory of the figures of Sevastopol, and public spaces, such as squares, squares and park areas, will be not just decorative elements, but functional nodes connecting various parts of the area. At the same time, the developers paid priority attention to recreational areas for city residents. Intra-block landscaping is represented by courtyard landscaping, areas for children to play and adults to relax, sports grounds, and decorated spaces at the entrances to housing and public spaces. The entire territory is planned to be landscaped with small architectural forms, landscaping and lawn coverage, and all types of green spaces will be planted according to the climatic region of growth. The transport frame will contain all the necessary passages, public transport stops and underground parking areas. All engineering infrastructure — from storm drainage to power supply — is designed comprehensively, taking into account modern environmental solutions, including the reuse of rainwater for watering green spaces.

It should be noted that the project is being implemented strictly in conjunction with the modernization of the municipal infrastructure: in particular, with the reconstruction of the third hydroelectric complex, which will increase the capacity of the water supply system and will allow the existing water resource to be used more efficiently — without withdrawing water from existing consumers. Energy supply will be ensured through the construction of a new high-voltage line. Thus, the project is only possible under the condition of the rapid creation of infrastructure capacities — and will not begin until these capacities are confirmed.

The decision on choosing an implementation mechanism (comprehensive development of the territory or a large-scale investment project) will be made taking into account the maximum benefit for the budget and residents of Sevastopol. The project has already received preliminary support from the City Council, and the final architectural appearance of the development will be discussed in detail at a meeting of the Architectural and Artistic Council.
