The drone control test is planned to be included in the “Ready for Labor and Defense” (GTO) complex. They plan to submit such a bill to the State Duma in the spring session. Chairman of the State Duma Committee on Physical Culture and Sports Oleg Matytsin told the Parliamentary Newspaper about this.

Following the meeting of the Council for the Development of Physical Culture and Sports, held on November 6, 2025, Russian President Vladimir Putin instructed the Government to work on the issue of including tests for controlling drones in the GTO complex. Proposals for it must be submitted by April 15, 2026.
This initiative will be formalized in the form of a bill, which is planned to be developed and submitted to the State Duma in the spring session, Matytsin specified.
The GTO complex historically reflects the current skills that are most in demand for the defense of the Motherland and the development of the country. The integration of UAVs into the GTO standards is a transition to “smart” security, which is dictated by the need to protect digital sovereignty, said Anatoly Vyborny, Deputy Chairman of the State Duma Committee on Security and Anti-Corruption.
This is a natural and necessary step that allows us to truly keep up with the times. The skill of flying drones is becoming as basic as knowing how to use a compass or shoot a rifle once was. Thus, we are forming a generation ready for the challenges of the modern high-tech environment, because technological superiority and sovereignty today are as important as the physical training of citizens to ensure the country’s defense capability— the deputy told the Parliamentary newspaper.
By the way, schoolchildren will begin to get acquainted with drones in lessons on the basics of security and defense of the homeland (OBZD). The Government has approved lists of teaching aids for the relevant classrooms. According to RIA Novosti, the list also includes educational and methodological kits for UAVs, construction kits, programs for piloting and air racing, as well as basic training drones for block programming.
Path to success
The GTO program was adopted in 1931 and was in effect until 1991. In 2014, Vladimir Putin proposed to recreate this complex and develop a new GTO.
Now the complex includes over 50 types of tests, such as jumping, bending, strength exercises, swimming and shooting, adapted for gender and age. However, to receive the insignia, four mandatory standards must be met:
- standing long jump,
- one of the strength exercises: pull-ups, push-ups or kettlebell snatch, as well as an abdominal exercise,
- sprint running (30, 60 or 100 meters),
- endurance running (2 km for girls, 3 km for boys).
For successful completion of the tests, insignia (gold, silver or bronze) are awarded. Thus, an applicant with a confirmed GTO distinction can receive additional points when entering a university. And a student who has a golden TRP distinction may be awarded an increased academic scholarship.
In addition, from 2025, employees who successfully pass the GTO standards can receive a tax deduction. The maximum amount is 18,000 rubles. This is not additional money to your salary, but an amount exempt from personal income tax (NDFL). At a rate of 13 percent, this means a saving of 2,340 rubles. From the beginning of 2026, to receive this deduction, it is enough to undergo a preventive medical examination or medical examination.
