The State Duma already knows when Russians’ pets will be registered

Mandatory registration of domestic cats and dogs can be introduced in all regions of Russia from September 1, 2026; the State Duma plans to consider the corresponding bill by the end of this year. All conditions for registration have already been created: electronic registers have been launched, equipment has been prepared. They promise to make the procedure as convenient as possible for owners and their pets, and most importantly, free. «Parliamentary newspaper» found out the details.

About the number of tailed animals

Russians keep about 50 million cats and 25 million dogs in their homes and apartments. Such figures were cited in 2024 by the non-profit organization Center for the Study of Animal Nutrition and Welfare, citing data from a national census conducted on its own. In 2025, the center reported that 3.6 million dogs and cats are homeless and this figure is decreasing.

There are no official statistics on pets in Russia: our fellow citizens can have tailed and feathered animals in any quantity without informing anyone about it. Unless there is an officially approved list of animals that cannot be kept in city apartments — it includes some predators, reptiles, arachnids and other exotics.

They have been trying to take control of households for a long time. The 2018 law on the responsible treatment of animals wanted to establish mandatory registration, but left this matter to regional authorities. To date, local accounting laws have been adopted in 20 regions.

The situation took another turn in 2021, when President Vladimir Putin issued an order to the Government to introduce registration of pets living in houses and apartments. Both the Cabinet of Ministers and parliamentarians tried to approach the projectile. State Duma deputy Vladimir Burmatov introduced relevant bills three times.

And three times I received a negative conclusion from the Governmenthe told the Parliamentary Gazette. — Without a positive review, it will not be possible to pass a law.

In 2025, a working group formed in the State Duma to improve legislation aimed at protecting citizens from animal attacks took up the matter. More than thirty of its members, representing the majority of parliamentary factions, introduced a bill on mandatory labeling of pets on September 29.

It was proposed to mark pets with collars, tags or microchips — at the owner’s choice. Registration will be free through the Federal State Information System in the field of veterinary medicine — FSIS «VetIS». To register or deregister, you will need the owner’s passport and information about the animal — its origin, health status, vaccinations.

The list of animals subject to labeling and the requirements for the register will be established by the Cabinet of Ministers, the bill says, but deputies are already insisting that their initiative concerns only dogs and cats. They can be added to their register voluntarily at the nearest veterinary clinic, where they will have access to the state database. At the same time, it is not necessary to specifically visit the veterinarian; you can wait for the next vaccination, explained Vladimir Burmatov.

It is most convenient and correct to register your pet at the first vaccination, that is, at the age of about two months, — he noted.

FSIS “VetIS” has a special component “Horriot”, where domestic dogs and cats will be registered. Ten out of twenty regions that have their own laws on labeling are already doing this and the experience is successful, Burmatov noted.

The bill on the labeling of pets was included in the approximate work program of the State Duma for December 2025, as follows from data from the legislative support system. Thus, there will be enough time to consider it in three readings so that the law comes into force on September 1, 2026, as expected, Deputy Burmatov noted.

The initiative of the deputies was supported in most regions, its leader, the head of the Committee on Family Protection, Issues of Paternity, Maternity and Childhood, Nina Ostanina, said at one of the meetings of the Duma working group. The Russian Cynological Federation (RKF) confirmed to Parliamentary Gazeta that they have repeatedly stated their readiness for full support in introducing a mandatory registration system in Russia.

Labeling is a step towards civilized and responsible ownershipsaid RKF President Vladimir Golubev. — We will not be able to successfully solve individual problems, including those related to dogs without owners, until the main issue is resolved — the identification of each dog with the ability to understand who exactly is behind this animal.

Animals will be deregistered at the request of their owner due to a change of owner or death of the pet. By the way, from March 1, 2025, new rules for the disposal of biological waste are in force in Russia, which also includes the bodies of cats and dogs. Burying an animal anywhere is prohibited — for this you can receive a fine of up to five thousand rubles. There are three official methods: individual cremation with the release of ashes to the owner, general cremation without the return of ashes, or burial in specialized cemeteries. In all cases, the responsible organization will transfer the data to the pet registry.
