Also among the major projects — the construction of a road on Kapitanskaya Street, where a cultural cluster is being built on behalf of the President of Russia, will be completed and this road artery will become accessible even before the completion of the construction of all facilities here, Razvozhaev added.

We have a huge road program that is linked to the national project. There are more than 50 roads we have to build this year. Everything that is planned will be carried outsaid Razvozhaev.

Problematic objects at work

According to Razvozhaev, in the near future the contractor will be replaced, who will continue to work on the interchange in the area of ​​the 5th kilometer, the so-called “Cucumber”, where construction has stalled for a number of objective and subjective reasons.

The contractor had serious problems with our interchange, which we have been waiting for for a very long time… He didn’t calculate his strength. We will intensify the work there and renegotiate the contract. It is important to make significant progress on this projectsaid Razvozhaev.

He emphasized that “no financial resources were lost there, that is, the amount of work that was provided under the state advance was completed.”

And he noted that this two-level interchange is a complex object both in itself and because of the accompanying events.

A large number of land buyouts and seizures had to be made for this, it is always difficult, it is the courts, the question of assessing the relevant objects during the seizure. Therefore, there are objective reasons, and there are also plenty of subjective ones, of course. Responsible people have been appointed there and such large objects are constantly under my personal controlsaid Razvozhaev.

Need projects and money

The head of the city emphasized the importance of approving the project and constructing a ring road on Ligovskaya Street, where it is necessary to bypass the social quarter created there — the multifunctional cultural center (MCC) “Kazachya Bay”.

School, kindergarten, clinic… There is always a big problem with turning away from school later — parents complain all the time. The roundabout will allow you to go around the entire block, enter the additional parking lot that will be created for the clinic, and, accordingly, go further in a circular motion back to the microdistrictsaid Razvozhaev.

There are other, larger projects that have not yet begun to be worked on, but they are very necessary and important.

Discussed, but work has not started there — “ring” on Ice Palace. It is clear that it requires modernization, we understand this, we have talked about this. But there isn’t even a project yet. Now we are only doing technical specifications for pre-design work. Naturally, there is also a place there that will be critical for the city’s road system. It will need to be modernizedsaid Razvozhaev.

He emphasized that this, too, “will not be a cheap project, and we will still have to look for sources of financing.”

And my instructions for the exit from Fiolent to Kamyshovskoye Highway are already in the design stage. This must be done, because the situation here is really difficult… So far, too, the funding program has not provided for it, but we do not yet understand the cost. The project will be completed in the near future, and we will also seek funds to at least implement this intermediate measureadded Razvozhaev.

According to him, two-level interchanges must also be built here and in the area of ​​​​Kazachya Bay, otherwise it will not be possible to organize effective traffic there, but the issue largely depends on funding.

Each such two-level interchange will cost about 3 billion rubles at today’s prices. Of course, all these funds will need to be found somewhere. Either within the framework of our state program — and it is limited, and facilities are already provided there, too — or financed from budget revenues. To do this, we need our economy to produce the corresponding effect. Nevertheless, we will work on,” the governor explained the situation.

According to him, in order to find the necessary funds, the city will participate in national projects, and if necessary, it will gradually attract funds from the so-called infrastructure menu, as was done in the case of the construction of the road on Antichny Avenue.

These funds were raised from the infrastructure menu, a treasury loan was taken out which the city will repay. The project will be implemented as a priority. Therefore, I am certainly dealing with all these issues. As soon as they are ready, they all start. Naturally, we are proactively looking at how to finance these facilities.said Razvozhaev.

Balanced transport model

The head of the city emphasized that when working with projects, the authorities are trying to ensure that the city receives a balanced transport model, which is not so easy to achieve, but it will be done.

Because there are certain nuances: when you build somewhere and improve traffic, a traffic jam will inevitably arise in another place. Well, that’s how it goes. That is, we need a dynamic transport system that shows the traffic pattern throughout the city and predicts possible congestion. We will also make such a model now; such a document will be in the citysaid Razvozhaev.

He emphasized that “this is not a matter of one year,” however, there are such plans and they are being worked on today, which is being carried out in accordance with the approved General plan of Sevastopol.
