If an application to establish the market value is submitted by a legal holder who is not the owner of a real estate property, with the exception of real estate objects in state and municipal ownership, such an application is also accompanied by the consent of the owner of the real estate property — an individual or legal entity — to establish the cadastral value of the real estate object in the amount of its market value.

The owner’s consent must contain the necessary information.

Consideration of the application to establish the market value is carried out in accordance with the regulations approved by the authorized body of the constituent entity of the Russian Federation.

Other changes are also envisaged.

This Federal Law comes into force 10 days after the day of its official publication, with the exception of certain provisions for which a different entry into force period is established.
