Russian President Vladimir Putin held a meeting via videoconference on the socio-economic development of the Republic of Crimea and the city of Sevastopol. The head of state began by congratulating the Crimeans, Sevastopol residents, and all citizens of our country on the upcoming Day of the reunification of Crimea with Russia.

Nine years ago, Crimeans and Sevastopol residents made their unequivocal and final historical choice — to become once again and forever part of our single great country. Obviously, security issues are a priority for Crimea and Sevastopol, especially today. And we will do everything to stop any threats.

And of course, despite all the challenges and difficulties, we will consistently and systematically solve the problems of accelerated socio-economic development of Crimea and Sevastopol, we will implement all our plans to improve the quality of life of people, family incomes, to increase the investment, industrial, agricultural, and tourism potential of the regions, support of entrepreneurship and business initiative, creation of new jobs, implementation of specific projects in the areas of transport and energy infrastructure, housing and communal services, healthcare, education, culture— said Vladimir Putin.

According to the President, the state program for the socio-economic development of the Republic of Crimea and Sevastopol has become the main tool for such comprehensive work.

We expanded it and extended it for another two years, until 2027. The total amount of funding for the entire period is over 1.6 trillion rubles, and we have already allocated most of these funds, including more than 116 billion rubles in 2022 alone.

Today, these investments bring real returns and work for the development of regions. I want to thank everyone involved in the implementation of this significant, large program: colleagues from the Government and relevant departments, regional authorities, municipalities, businesses, labor collectives and enterprises, especially representatives of our construction industry. Both local residents and guests of Crimea and Sevastopol — everyone sees with their own eyes the results of your hard, professional workPutin stressed.

The head of state specified that over the past years, hundreds of important facilities of various profiles have been created and put into operation on the peninsula, including support facilities, hubs in terms of the development of the entire transport infrastructure of the region. This is, first of all, the Simferopol airport, the Tavrida highway and the Crimean bridge.

Today, within the framework of the state program, the road network is actively developing, the communal infrastructure is improving, the pace of housing construction is increasing, sports facilities, schools and kindergartens are opening. Last year alone, the construction of nine preschool institutions for 1,630 places was completed, and plans for the current year include the commissioning of about 140 different new facilities. Today we will discuss how the work is progressing, what problems we need to solve, what specific construction projects we need help with, and work out separately.

I repeat, the state program is, of course, the main, key tool for socio-economic development, effective planning and investment of significant public funds. At the same time, he set the task of seriously increasing the inflow of private investment, creating more comfortable, convenient conditions for businesses that want to work in the Crimea and SevastopolVladimir Putin said.

It should be noted that more than 250 investment projects are being implemented in Crimea with a total investment of almost 450 billion rubles. In Sevastopol, there are about 100 more projects totaling more than 217 billion rubles.

It is important to develop such an up-to-date, demanded mechanism of public-private partnership as a special economic zone created on the peninsula. According to the results of its work for eight years, three rubles of investments were received for one ruble of invested funds, benefits provided by the state. I repeat, for one ruble of public funds, three rubles are borrowed. By the beginning of this year, over 1578 companies have registered as its residents, and I note that 85 percent of them are small and medium-sized enterprisesPutin said.

The President is confident that we must continue to pay the most serious attention to this segment of domestic business, in general, meet investors halfway, be in direct contact with them, respond to requests and suggestions, given their willingness to work in rather difficult conditions of external restrictions.

These nine years, and especially last year, have shown that together we are able to overcome any difficulties, achieve truly significant, great results, and move towards our goals. And you always need to work in this way — for people, clearly, harmoniously, in one, unified team. This fully applies to ensuring the development of the Crimea and Sevastopol— summed up the President of Russia.
