The legislative initiative is designed to protect the national interests of the country from unfriendly actions of foreign states and international organizations.
The document defines the mechanisms for supporting the economic sector, including the simplification of the licensing and licensing procedures established by the legislation of the Russian Federation, which regulate the specifics of the legal regime in the procurement of goods, works, services to meet state and municipal needs.
Within the framework of the law, the Government will be able to carry out additional indexation of insurance pensions, the pension coefficient and the fixed payment to pensions during the 2022 year. It also establishes the features of establishing the subsistence minimum in Russia and calculating the minimum wage (minimum wage).
The procedure for purchasing medicines and medical devices in the country is simplified, special rules for registering medicines are introduced, the government is given the right to promptly adjust the licensing requirements for pharmaceutical activities, and restrictions are provided for the export of certain medicines from the Russian Federation. Until the end of the year, the Social Insurance Fund (FSS) is allowed to purchase technical rehabilitation equipment (including, for example, prostheses and wheelchairs) from a single supplier.
The government will be able to adjust the rules for admission to Russian universities for Russians who are forced to interrupt their studies abroad due to the actions of foreign states.
A number of provisions relate to business support in the Russian Federation. Among them are provisions abolishing by the end of this year inspections in relation to small and medium-sized businesses and IT companies, introducing simplified conditions and procedures for public procurement.
The specifics of the application of the legislation on business entities, including the rules on the calculation of the value of net assets in the 2022 year, the legislation on credits and loans are discussed.
According to the document, the government is given the right to deviate from a number of norms on licensing and accreditation, from certain provisions of the legislation in the field of shared construction and intellectual property.
The Cabinet of Ministers will be able, by its resolution, to allow continuing activities without renewing a license, as well as obtaining licenses and extending their term without mandatory conformity assessment procedures, payment of state duty and payment of necessary public services.
In addition, the government will be able to allow not to pass the conformity assessment procedures for perpetual licenses and the qualification exam, as well as to extend the validity of qualification certificates.
Medical organizations get the right to purchase more products they need through an electronic request for quotations, as well as, by decision of the founders, to purchase medicines, consumables and medical products in a simplified manner. And the Social Insurance Fund (FSS) will be able to purchase technical rehabilitation equipment and services from a single supplier.
The maximum amount for the purchase of medicines from a single supplier for prescription to one patient, by decision of the medical commission, is increased from 1 million to 1.5 million rubles. And medicines and medical devices that do not have a Russian counterpart can be purchased from a single supplier, but only if it is not from a country that has imposed sanctions against the Russian Federation.
The law was adopted by the State Duma and approved by the Federation Council on the same day — March 4. The draft law was initiated by the Government of Russia.
