A draft budget for 2025-2027 was presented in Sevastopol

At a meeting of the Government of Sevastopol, chaired by Governor Mikhail Razvozhaev, the city’s draft budget for 2025 and the planning period 2026-2027 were presented. Total budget revenues for 2025 are planned at 65.8 billion rubles. For 2026 – 69.4 billion, for 2027 – 62.3 billion.

The draft budget will be submitted to the Legislative Assembly on Wednesday, where a more substantive study of the document will continue, including at public hearings. Budget expenditures in 2025-2027 will be: 70.5 billion, 74.4 billion and 67.7 billion.

In 2025 and the planning periods 2026-2027, the main focus is on fulfilling expenditure obligations, primarily in the social sphere, supporting the most vulnerable categories of people and concentrating resources on solving key problems,” the governor clarified.

Mikhail Razvozhaev emphasized that the city budget remains socially oriented. Thus, the main areas of expenditure are planned as follows:

• Socio-cultural block — almost 48% — 33.7 billion. Here the largest part is occupied by: education — 38% (12.9 billion), social policy — 30% (10 billion), healthcare — 25% (8. 3 billion). The funds will be used to build educational facilities, replenish the educational fund, purchase medical equipment, medicines, support families, discounted travel and much more.
• Development of the national economy and housing and communal services — more than 41% — 29.3 billion.
• For other industries – 11% or 7.5 billion.

Traditionally, a significant share of current expenses consists of socially significant expenses (salaries with accruals, social payments — benefits, compensation, provision of benefits and subsidies to certain categories of the population, expenses for compulsory health insurance). In 2025, 28.1 billion rubles are planned for these expenses. – almost 40% of all expenses. Compared to the original 2024 budget, the increase was more than 19%.

The volume of own tax and non-tax revenues for 2025 is planned in the amount of 31.6 billion, for 2026 — 33.4 billion, for 2027 — 36 billion. The dynamics of own income is characterized by stable growth. The average annual rate over the three-year period was 107.4%. It is planned to allocate 45.9 billion for current expenses in 2025. Traditionally, a significant share of current expenses is made up of socially significant ones. The key direction of implementing the city’s strategy is to bring the state of the material and technical support of government institutions, the social sphere and urban infrastructure to the average for Russia. To achieve these goals, capital expenditures for 2025 were formed in the amount of 24.6 billion.
