A Just Russia party proposes to introduce restrictions on the admission of migrants to Russian schools

Chairman of the party «A Just Russia — For Truth» Sergei Mironov proposes to establish a quota for the admission of migrant children to Russian schools — no more than 10% of the total number of students in each class. The leader of the SRZP sent an official letter on this issue to Deputy Prime Minister Dmitry Chernyshenko.

I propose to set a limit on the admission of migrants to Russian schools. I believe that their maximum number should not exceed 10% of the total number of students in each class. It is also necessary to introduce additional Russian language courses in schools where the number of children who speak Russian as a foreign language exceeds 3% of the total number of students– said Sergei Mironov.

He noted that in 2021, the Ministry of Education published data according to which the number of migrant children studying in Russian schools approached 150 thousand people.

The vast majority of them studied in large cities, and over the past three years their number has increased significantly, the parliamentarian noted. Today, numerous problems in schools arise because, according to the law «On Education», children are admitted to classes not only with Russian citizenship, but also without it. No testing of migrant children for knowledge of the Russian language is carried out before the start of education, and since many of them know the language poorly, big problems begin in the classes.

Recently, teachers have increasingly noted that if there are several migrants in a class, they communicate exclusively in their native language. And not only during recess, but also with the teacher during the lesson. The worst thing is when their number prevails over the Russian-speaking students, and then chaos begins in the class, incompatible with studying and the work of teachers. Numerous conflicts and a breakdown of discipline arise,» emphasized leader Sergei Mironov.

He recalled that the party «A Just Russia — For Truth» has repeatedly proposed introducing preparatory courses in Russian language for migrant children, which they must take before entering school. But life shows that preparatory courses alone are not enough today. An additional program in Russian language should be introduced for migrants who are already studying at school. «At the same time, we propose establishing a quota for the admission of migrant children to Russian schools. I hope for the support of Deputy Prime Minister Dmitry Chernyshenko in this matter,» concluded Sergei Mironov.
