A law has been adopted establishing procedures for the legalization of Russian and foreign documents

Legalization of an official document involves verifying the authenticity of the signature, the authority of the person who signed the document, as well as the authenticity of the seal or stamp that affixes the official document. A mark on the legalization of a document is a stamp that is affixed to an official document or on a separate sheet attached to the document.
The powers to legalize official documents on the territory of the Russian Federation are now also vested in the territorial bodies of the Russian Ministry of Foreign Affairs.
The law excludes the possibility of legalizing documents in electronic form.
Procedures have been established for requesting personal documents.
The USSR Law of June 24, 1991 N 2261-I “On the procedure for the export, transfer and request of personal documents of Soviet and foreign citizens and stateless persons from the USSR abroad” was recognized as no longer in force on the territory of the Russian Federation.
Federal Law of June 22, 2024 N 145-FZ “On the legalization of Russian and foreign official documents and on the requisition of personal documents”
The federal law comes into force on January 1, 2025.
