A law has been signed to abolish fees for paying housing and communal services for pensioners

From July 2024, banks report «Russian newspaper», postal operators and payment agents will not take commissions for paying for housing and utilities from citizens who need social support. This law was signed by Russian President Vladimir Putin.
A ban is established on the collection by credit institutions, payment agents, bank payment agents (subagents) of commissions for the transfer of payments for residential premises and utilities, penalties for late and (or) incomplete payment of payments for residential premises and utilities by individuals who need social support.
Amendments are being made to Article 155 of the Housing Code of the Russian Federation, as well as to the laws “On Banks and Banking Activities”, “On the National Payment System”, “On Activities for Accepting Payments from Individuals Carried out by Payment Agents” and “On Postal Services”.
The government must establish an exact list of people who need support. It is assumed that these will be low-income people, pensioners, as well as 16 categories of citizens receiving federal compensation to pay for housing.
We will promptly work through all the necessary regulatory framework and by-laws to implement the provisions of the law. It is important for us to support people and do everything possible to ensure comfortable living conditions,” Minister of Construction and Housing and Communal Services Irek Fayzullin promised earlier.
Let us recall that on December 14, answering one of the questions during the “Results of the Year” program, Vladimir Putin announcedthat the commission that banks and other payment agents charge when paying for utilities will be abolished for all pensioners.
At a meeting with the leaders of State Duma factions on December 17, the president once again confirmed that all pensioners will be exempt from paying housing and communal services commissions.
In fact, the decision was made in relation to preferential categories of citizens. We proceeded from the fact that pensioners, as a rule, are all beneficiaries. But not all the same. But since I said “pensioners,” after that, we will assume that I misspoke, the government decided to extend this decision, to extend this norm to all pensioners.
