The Coordination and Methodological Council of Notary Chambers of the North-Western Federal District was held in St. Petersburg. Representatives of 26 Notary Chambers of the country came to participate, and not only the Northwestern Federal District, but also those to the south and those to the east.

Among the participants was the President of the Notary Chamber of the city of Sevastopol Olga Kalenkovich.

Our Coordination and Methodology Council is friendly and open; we are glad when notaries from other federal districts come to us. Today there are almost 100 of us here, but it all started 20 years ago in Pskov, and in 2004 there were just over 10 of us. The initiator then was Maria Ivanovna Sazonova, then the current and now Honorary President of the Notary Chamber of St. Petersburg. And it is thanks to her idea that we are coming together today, developing a unified law enforcement position, which truly allows the notary to be a reliable defender of the rights of citizens,” notes Zhanna Remeslo, Chairman of the Council of Ministers of the Northwestern Federal District, Vice-President of the Notary Chamber of the Kaliningrad Region.

Maria Ivanovna Sazonova, by the way, took an active part in the current Coordination and Methodological Council. At the meeting, colleagues were able to discuss a number of topical issues of notarial activity, exchange experiences and receive clarification from leading legal experts on innovations in legislation. So, thanks to Dmitry Petrov, professor of the Department of Commercial Law at St. Petersburg State University, we understood the nuances of the bankruptcy procedure for individuals, inheritance and transactions with the bankrupt’s property. Natalia Rasskazova, head of the notary department at St. Petersburg State University, warned about conflicts that may arise during the alienation of premises and shares in the ownership of land plots. Yuri Povarov, Associate Professor of the Department of Civil and Business Law at Samara University, presented an analysis of changes relating to the performance of notarial acts for legal entities, and Irina Strutskaya, a notary of St. Petersburg and a member of the Methodological Council of the Notary Chamber, dotted all the points. i in the possibilities of exercising the personal rights of minors and their parents.

The round tables were also constructive. The Main Directorate of the Ministry of Justice of Russia for St. Petersburg and the Leningrad Region discussed issues of joint jurisdiction of territorial justice bodies and notary chambers, and with colleagues from the Federal Notary Chamber — current changes in civil legislation.

Taking into account both the wide range of topics discussed and the presentation of experts, the Coordination and Methodological Council in St. Petersburg once again fulfilled its mission, giving the same vector for the development of indisputable jurisdiction, which, as Vladimir Putin said, “uniting in its ranks competent, dedicated professionals ensures the protection of the rights and legitimate interests of citizens and businesses.” The next Coordination and Methodology Council will be hosted by Arkhangelsk in the spring of 2025.
