A new Youth Council is being formed in Yalta

The Department of Education and Youth Policy of the Administration of the city of Yalta of the Republic of Crimea informs about the beginning of the formation of a new Youth Council of the municipal formation of the city district of Yalta of the Republic of Crimea, on the basis of resolutions of the Administration of the city of Yalta of the Republic of Crimea dated April 17, 2024 No. 2323-p “On the beginning of the formation of a new Youth Council of the municipal education city district of Yalta of the Republic of Crimea.»
The formation of the Youth Council will be carried out until May 2, 2024, in accordance with section 4 of the Regulations on the Youth Council of the municipality of the Yalta city district of the Republic of Crimea, approved by resolution of the Administration of the city of Yalta of the Republic of Crimea dated January 26, 2022 No. 166-p.
The Youth Council is formed from 9 to 15 people based on proposals from initiative groups of citizens, youth public organizations, local government bodies, the State Committee for Youth Policy of the Republic of Crimea, sent to the head of the administration of the city of Yalta. The composition of the Youth Council is approved by municipal legal acts of the Yalta City Administration.
The Youth Council may include citizens of the Russian Federation permanently residing in the territory of the municipality, aged from 14 to 35 years, while the number of members aged from 14 to 18 years should not exceed more than half of the Youth Council. When forming the Youth Council, merits to the Republic of Crimea or a municipal entity are taken into account.
Proposals from youth non-profit organizations are not considered:
— who, in accordance with Federal Law No. 114-FZ of July 25, 2002 “On Combating Extremist Activities,” issued a written warning about the inadmissibility of carrying out extremist activities within one year from the date of the warning, unless it was declared illegal by the court;
— whose activities have been suspended in accordance with Federal Law No. 114-FZ of July 25, 2002 “On Combating Extremist Activities,” unless the decision to suspend was made illegally by the court.
Persons who, at the time of making a proposal to be included in the Youth Council, are already members of the Youth Council of another municipal entity of the Republic of Crimea are not included in the Youth Council;
Persons who are members of youth councils of other municipal formations of the Republic of Crimea may be included in the Youth Council, subject to a written commitment to resign from the Youth Council of another municipal formation of the Republic of Crimea.
Members of the Youth Council cannot be:
— persons holding government positions in the Russian Federation, positions in the federal state civil service, state positions in the constituent entities of the Russian Federation, positions in the state civil service in the constituent entities of the Russian Federation, positions in the municipal service, as well as deputies at the federal, regional and municipal levels;
— persons recognized in accordance with the established procedure as incompetent or partially capable;
— persons who have an outstanding or unexpunged criminal record.
Youth public organizations or initiative groups proposing candidates for membership of the Youth Council, within 15 calendar days from the date of official promulgation of the act on the beginning of the formation of the Youth Council, send the following documents to the head of the Yalta city administration:
— presentation (in the form of an information letter) of a youth public organization or initiative group proposing a candidate;
— a questionnaire in the form in accordance with Appendix 1 to the Regulations indicating labor, social activities, and other personal information;
— portfolio (including, if available, projects of both social and public nature);
— consent to the processing of personal data in the form in accordance with Appendix 2 to the Regulations;
— a certified extract from the protocol or a copy of the protocol of the youth public organization on the candidate’s proposal;
— a certified copy of the certificate of state registration of the youth public organization, charter or regulations (if any);
— photo 3×4;
— a copy of the passport of the candidate for membership of the Youth Council.
The same candidate can be nominated by only one youth public organization (initiative group).
Local government bodies proposing candidates for members of the Youth Council, within 15 calendar days from the date of official promulgation of the act on the beginning of the formation of the Youth Council, send the following documents to the head of the administration of the city of Yalta:
— presentation (in the form of an information letter) of the local government body proposing the candidate;
— a questionnaire in the form in accordance with Appendix 1 to the Regulations indicating labor, social activities, and other personal information;
— portfolio (including, if available, projects of both social and public nature);
— consent to the processing of personal data in the form in accordance with Appendix 2 of the Regulations;
— photo 3×4;
— a copy of the passport of the candidate for membership of the Youth Council.
Documents of candidates for membership in the Youth Council received by the head of the Yalta city administration after the deadline for accepting documents are not subject to consideration.
The last day for submitting documents is May 2, 2024 (documents are accepted within 15 days from the date of posting this announcement on the website — April 18, 2024).
