Tax changes will help solve national problems, reduce inequality in society and the economy, and also solve problems in the socio-economic development of regions. The other day, the Russian Government submitted a tax reform project to the State Duma.
Society must clearly understand that the funds that people give to the state in the form of taxes are intended to solve key problems: improving their living conditions, creating more comfortable conditions, developing infrastructure, education, treatment and recreation for children. This measure will help ensure stable and predictable conditions for the implementation of long-term investment projects. Building a fair tax system, developed with all interested parties, lays down the main parameters of this architecture for the coming yearsexperts note.
One of the experts in this field, the head of the Crimea Entrepreneurship Support Fund, is confident that from the point of view of the global development of our country for the next six years, with the detailing of national goals and national projects, thanks to such an initiative, a balanced federal budget will appear, society will understand that both infrastructural and strategic The development of the country in the face of all external challenges will continue, and for the regions and for the country as a whole these will be positive changes.
As part of the dialogue on introducing tax changes, we are at a very important stage in the further economic development of our country, because from the point of view of the proposed changes, they overwhelmingly bring positive changes for our country, economy and citizens. The changes that are proposed reflect an important request in our society for social justice, and the changes that are being discussed today at the Government level actually largely reflect such a feature as social justice, because they do not affect the vast majority of citizens of our country. Of the 64 million Russians, one way or another, a large degree of tax burden will fall only by 2 million people. These are those people who have a high income, over 200 thousand rubles per person, if we are talking about personal income tax. It will increase from 13 to 15%. A very important feature here is that the tax amount will only apply to the amount exceeding income of more than 2.4 million rubles per year, which in my opinion is quite fair. Relatively speaking, if a person receives a large amount of income as an individual, then only for amounts exceeding this 2.4 million will there be an increased tax rate of 15%. As for higher income categories, from 5 to 20 million rubles is 18%, from 20 to 50 million is 20%, and over 50 million is 22%. We understand that here we are talking about people who earn good money, are engaged in commercial activities, working in various fields. At the same time, we know that the introduction of a 15% tax on income over 5 million rubles at one time had a positive impact in terms of the development of economic aspects. We know that it was quite fair to use this increasing coefficient for important areas for the country in terms of treating children,” commented Vladislav Ganzhara.
He also recalled that targeted spending will be aimed at national goals and their achievements. For example, to support large families with lower incomes, where income does not exceed 1.5 minimum wages. Accordingly, their tax deduction will be 6-7%. This actually reduces the tax burden on those families who today need some support from the state.
The very feature of a progressive tax scale has long been discussed in our country, and those aspects that are proposed by the Government from the point of view of income of both individuals and businesses are truly fair. For the most part, it brings positive changes. The negative component in the proposed changes will only be felt by unscrupulous businesses that are engaged in fragmentation, businesses that are trying to evade paying taxes, — added the head of the Crimea Entrepreneurship Support Fund.
