Actual tasks of the notary and the results of work for the year — in the focus of the meeting of representatives of the notarial chambers of the regions

The notarial community plays an important role in strengthening legal principles in modern society. You carry out targeted work to ensure the rights of citizens and protect their legitimate interests. I am sure that high professionalism, devotion to their work and the best human qualities will contribute to the further development of the institution of notaries in Russia, the approval of the principle of the rule of law and ensuring the stability of civil turnover, — Such words were heard in the congratulation on the professional holiday of the notaries of the Russian Federation — the day of the notary, on behalf of the Minister of Justice of the Russian Federation Konstantin Chuychenko, which was read out by the head of the notary of the Department of Development and Regulation of the Legal Assistance and Legal Services of the Ministry of Justice of the Russian Federation Anna Korshunova.

The trust that the state provides notaries and the significant role that the notary plays in solving significant problems for society clearly confirms the review of the notarial community in 2024.

The priority direction of the notary, as before, was the support of participants in their own and their families, which is expressed in large -scale benefits, free consultations, collecting humanitarian aid, volunteering, cooperation with the State Funder State Fund and other public organizations. The total amount of benefits provided by notaries in 2024 for military personnel and their families exceeded 440 million rubles, the number of free consultations is 455 thousand.

This is our professional assistance that we provide based on our civil liability. At the same time, the personal contribution of colleagues to the collection of assistance, material resources, the participation of notaries in volunteer activities, the organized work of the notarial chambers in this part cannot be measured — this is a great and worthy contribution— said in his report the president of the federal notary chamber Konstantin Corsic.

Among the socially significant areas of work, the head of the notaries also noted the development and support of notarial activities in reunited regions. The federal notarial chamber was provided with comprehensive organizational, methodological and financial assistance to the notary chambers of new regions. Today, notaries working in these territories are fully integrated into the digital notary system. At the same time, the statistics of 2024 showed a two -time increase in the demand for the appeal to notaries in the DPR, LPR, Zaporizhzhya and Kherson regions. At the same time, the demand for notarial certificates of transactions and the commission of complex notarial actions is growing at the fastest pace in these regions and throughout the country.

These trends must be further developed, and today they are a vivid indicator of the effectiveness of notaries in solving national problems to successfully integrate new regions into the legal system of Russia, — emphasized Konstantin Korsik.

The general numbers in the country also confirm: notarial assistance is becoming more and more in demand in a variety of civil circulation segments. The total number of notarial actions made by 4%increased, the increase in demand for certain types of notarial transactions with real estate reached 6%, on calculations through the notary deposit — 19%, an increase in the range of 15 to 30%is noted for the corporate sphere participants. According to the results of 2024, almost 2 times more citizens and legal entities appreciated the convenience and guarantees of the safety of digital formats for contacting a notary — remote and distance. The demand for notarial certificates of machine -readable powers of attorney in electronic form has increased 12 times.

Trust in the institution of notaries and its involvement in solving socially significant problems is reflected in the decisions of the legislator to expand the circle of the powers of notaries. Last year, a number of significant short stories were adopted, including the norm on the mandatory notarial certificate of real estate deeds, as well as decisions on the change of the sole executive body of the LLC. Both measures are aimed at ensuring the protection of property rights of citizens and legal entities, as well as suppressing fraudulent schemes in the declared civil turnover segments.

The demand and positive assessment of the work of the institution of notaries is also confirmed by the data of the VTsIOM survey conducted in 2024.

The vast majority of citizens and entrepreneurs, about 90%, are satisfied with our work. The surveyed people also for the most part evaluated the legal qualification of the notary as the highest compared to representatives of related professions. More than 91% of respondents positively estimated the digital notary services. And what is important — most of the citizens and even most of the entrepreneurs — 63%, noted the adequacy and acceptability of notarial tariffs— the Corsic survey presented the results.

Speaking about the objective assessment of the cost of notarial actions, the President of the Federal Tax Service also drew the attention of the gathered to the results of calculating the notarial tariff index and its subsequent comparison with the Rosstat consumer prices index.

During the previous years, when the notarial community artificially restrained the amount of tariffs for legal and technical services and subsequently regional tariffs, the notarial index is strikingly lagged behind the consumer prices. And even this year, when all the coefficients laid down in the formula for calculating the regional tariff were in full force, its increase was lower than the increase in mobile prices, banks and commercial legal services, and generally corresponds to the general consumer price index, slightly inferior to it, but in no case exceeding— said Konstantin Korsik.

Special attention was devoted to relevant legislative initiatives directly related to notarial activities. One of the most significant is the draft Federal Law on the application of the executive inscription of the notary to recover debt in the field of housing and communal services. Now the bill is preparing for the second reading.

A number of socially significant bills concerning the expansion of assistance to family members and the heirs of the participants of the SV. One of them provides for the right of the spouse of the deceased participant to use his vehicle before issuing a certificate of inheritance. The Federal Notarial Chamber has already proposed to extend the provisions of this bill to all the heirs of the first stage. The second bill provides that the inheritance of the deceased participant may be adopted after the deadline established for its adoption without applying to the court. This order is supposed to be extended to cases when the heir to Hands have a document confirming the fact of death.

Also, a bill provides for the consideration in the first reading, which provides for the introduction of information on the establishment, change, termination of the procedure for owning and using real estate in common shared ownership, on the basis of an agreement concluded by participants in shared ownership. It provides that such an agreement is subject to notarization.

Within the framework of the meeting, the report of the President, Board and Management of Affairs of the Federal Notarial Chamber, reports on the implementation of the Social Support of the Federal Tax Service and the program support program and the notaries program in hard -to -reach and sparsely populated areas, etc.

The final part of the event was the award ceremony. The medal of Anatoly Tichenko was awarded to the president of the Kaluga Regional Notarial Chamber Svetlana Zhanzharova. The President of the Magadan Regional Notarial Chamber Julia Vikhovskaya was awarded the badge “For Merit to the Notaries”.

The medal “For many years of conscientious work in the notary” was awarded to the President of the Tambov Regional Notarial Chamber Tatyana Krasyukova, President of the Sakhalin Regional Notarial Chamber Lyubov Berezovskaya and the president of the notary Chamber of the Republic of Khakassia, Ekaterina Omaterinko.

The medal “For many years of conscientious work in the notary” of the III degree marked the president of the notary chamber of the Perm Territory Olga Mokrushin and the president of the notary chamber of the Republic of Mari El Dmitry Nikitin.

Thanks to the State Fund of the Fatherland State Fund for high professionalism and active participation in the activities of the Foundation, the president of the notarial chamber of the Novosibirsk Region Nadezhda Afanasyev was noted.

In addition, the awarding ceremony of the winners of the competition for the award of the Yuri Iutin Prize in the nomination “Notaries in the Free Legal Assistance System” based on the results of work for 2022–2024 was held.
