Admission of children to the first grade began in Simferopol

On April 1, the first stage of admission of children to the first grade for the 2023/2024 academic year started in the city’s schools. This was announced by the deputy head of the administration of Simferopol — the head of the education department Tatyana Sukhina.
Admission of children to the first grade for the 2023/2024 academic year will take place in two stage, according to the Procedure for admission to study in educational programs of primary general, basic general and secondary general education. Since March 2023, a new edition of the Procedure for Admission to School has been in force (Order of the Ministry of Education of 08.10.2021 No. 707).
First stage — from 1 April to 30 June 2023. It is intended for children with priority or preferential enrollment in schools, as well as for children living in a designated area. An assigned territory is a specific area of the city within which the school is located. This fastening was approved by the Decree of the Administration of Simferopol dated March 14, 2023 No. 1340.
Documents confirming the residence of the child in the assigned territory:
- certificate of registration of the child at the place of residence (form No. 8);
- certificate of registration of the child at the place of stay (form No. 3);
- the lease agreement is not an official document confirming the residence of the child in the assigned territory.
The right of priority admission to the first class at the place of residence are: children of military personnel, police officers, internal affairs bodies who are not police officers; FSSP, FSIN, federal fire service, customs authorities.
The Ministry of Education clarified that the children of mobilized citizens have benefits identical to those of the children of military personnel under the contract (letter of the Ministry of Education of October 31, 2022 No. TV-2419/03). They should be given a place in state and municipal schools as a matter of priority in the place of residence of the family. After the dismissal of the father from the service — at any school within a month from the date of application.
Children who live in the same family and have a common place of residence have the right of preferential admission to education. From December 2, 2022, the content of the preferential right of brothers and sisters has been expanded. This category now includes adopted and adopted children, children under guardianship or guardianship in the family, including foster and foster families (part 3.1 of article 67 of the Federal Law of December 29, 2012 No. 273-FZ).
In addition, the priority right was extended to all basic general education programs. However, there is an exception — the benefit does not apply if there is an individual or competitive selection for programs of basic and secondary general education, including those integrated with additional pre-professional programs.
Second phase — from July 6 until the vacancies are filled, but no later than September 5, 2023. It is intended for children who do not live in the assigned territory. That is, during this stage, you can apply to schools that are not located at the place of registration or place of residence.
A complete list of schools with addresses and the Decree on the assignment of the territory are presented on the website of the Department of Education.
Children aged 6.5 to 8 years old are accepted in the first classes. At the request of the parents, the founder of the educational organization may allow the admission of the child at an earlier or later age.
Admission of citizens to a general educational institution is carried out at the personal request of a parent (legal representative) in person, by mail or through the State Services (Unified Portal of State and Municipal Services, EPGU).
Admission of children to the 1st grade is carried out by 48 educational institutions, of which 3 are correctional for children with disabilities. Children with disabilities are accepted to study according to an adapted educational program only with the consent of their parents and on the basis of the recommendations of the psychological, medical and pedagogical commission.
In the 2023/2024 academic year, about 5,000 first-graders are expected to be admitted, of which about 4,000 are graduates of preschool educational institutions in our city.
