An extraordinary general meeting of members of the city notary chamber was held in Sevastopol

On November 30, 2022, an extraordinary general meeting of members of the Notary Chamber of the city of Sevastopol (NPGS) was held.

Taking advantage of the convenient opportunity of the presence of all notaries together, it was decided to devote the first hour of the meeting to a seminar organized by employees of the Ministry of Internal Affairs at the request of members of the notarial community. The lesson was devoted to issues that arise when checking identity documents and identifying the applicant’s identity when compared with the photograph in the documents.

The lesson was conducted by Vitaly Borodich, senior expert of the special examination department of the forensic center of the Ministry of Internal Affairs of Russia for the city of Sevastopol, and Marina Shilova, head of the department for work with citizens of the Russian Federation of the Department of Internal Affairs of the Ministry of Internal Affairs of Russia for the city of Sevastopol.

Representatives of the law enforcement agency spoke about the algorithms for document verification and personal identification using biometric criteria that they use in their work.

After completing the educational part of the meeting, colleagues moved on to consider the issues on the meeting agenda. The participants touched upon issues of current activities that, in accordance with the Charter of the non-profit organization, fall within the competence of the general meeting:

• amendments to the Charter of the notary chamber,
• determining the amount of the monthly membership fee of a notary and a member of the NPGS;
• issues related to social support for colleagues,
• approval of the budget for 2024,
• approval of priority areas of activity of the professional association for 2024-2028.

The extraordinary general meeting was opened by the President of the Chamber, Olga Kalenkovich, with a report on the activities of the notary chamber this year.

The main innovations of the past year, the president of the chamber emphasized, were the abandonment of legal and technical services and the transition to regional tariffs. In addition, on January 11 of this year, Federal Law No. 339-FZ “On Amendments to Certain Legislative Acts of the Russian Federation” dated July 14, 2022, concerning notarial archives, came into force. We have successfully completed all the necessary work to implement it, but next year sets the next task — to begin work on transferring documents to the archive, taking into account the requirements established by law.

Olga Kalenkovich in her report also noted satisfaction with the fact that Sevastopol notaries are increasingly mastering modern technologies, for example, this year 77 remote transactions have already been completed, the first steps have been taken to work with a machine-readable power of attorney form, and other electronic notarial actions are being mastered.

After making a decision on all the planned issues of current activities, those gathered moved on to the final and most enjoyable part of the meeting — the award ceremony.
