The number of virtual telephone numbers for individuals should be limited in Russia. This opinion is the head of the State Duma Committee on Information Policy Sergey Boyarsky.

We limited the number of SIM cards for an individual, I hope the same thing will happen with virtual phone numbers for individuals— said Boyarsky.

He also emphasized that today an individual can conclude an agreement on an unlimited number of numbers of virtual telephone stations.

Virtual numbers are often used for anonymous communication, registration in online services and bypassing locks, which makes them a popular tool among attackers, noted the member of the State Duma Committee on Information Policy, Information Technologies and Communications, the federal coordinator of the Digital Russia party project Anton Nemkin.

Installation of the limit on the number of numbers issued by one individual can help reduce cases of using such numbers in illegal activity, for example, for telephone and Internet monitoring, ”he said.

In addition, it is worth paying attention to the methods of monitoring and identifying the owners of virtual numbers, says Nemkin.

The limitation of the number of numbers without a reliable identification mechanism will not solve the problem completely. It is important to make access to virtual numbers only through verified and licensed services with mandatory personality confirmation. This approach will effectively fight fraud, without infringing on the rights of conscientious users— he added.

A virtual mobile, or Def-Nomer is a number whose telephone code looks like any mobile, but it does not work through a GSM network, but through IP-telephony. Under a single number, a business can, for example, unite territorially distributed offices in other cities. DEF-numbers are used mainly for the operation of automated and semi-automated call systems, including legal companies. Such numbers are easier to administer, connect to software or cloud PBX, “cross” with robots. It is convenient to create a virtual number for some temporary tasks so as not to reveal your real phone number or for registration in some service.

It was the anonymity of virtual mobile numbers that made them extremely attractive for criminals, ”Nemkin emphasized.
