Another indexation: which Russians will get more money in 2025

Pensions for working pensioners in Russia are going to be increased from February 1, 2025, and in total this form of social support will affect 7.8 million Russians. Mikhail Mishustin presented such data on Tuesday, June 11, at a meeting with deputy prime ministers. According to him, the process of resuming indexing should proceed without failures and be as convenient as possible for people. «Parliamentary newspaper» tells what other categories of citizens and when the money will be added in 2025.
Insurance and social pensions
According to information published on the State Duma website, in 2025 the Social Fund budget is expected to have a surplus of 120 billion rubles. It follows that a number of social payments will be indexed.
Social pensions and state pensions will increase by 9.5 percent in 2025. Insurance pensions and fixed payments to it will be indexed twice: from February 1, 2025 — by 4.5 percent and from April 1, 2025 — by 2.2 percent. Thus, the total increase will be 7.6 percent. It should be borne in mind that these are only preliminary calculations for now; the final indexation amounts will be approved later — approximately at the end of 2024.
Disability and merit benefits
The benefits received by Heroes of Russia and Heroes of Labor, veterans, disabled people, residents of besieged Leningrad, liquidators of man-made accidents and other categories of citizens will also increase. It is expected that in 2025 they will be increased by 4.5 percent, and in 2026 by exactly 4 percent.
Payments for temporary disability
As TASS reports with reference to the Ministry of Labor, indexation in 2025 will also affect sick leave payments. Thus, in 2025, the maximum amount of temporary disability benefits that a person can receive will be over 5,600 rubles. For comparison, in 2024 this amount is slightly more than four thousand, and compared to 2023 the increase will almost double. The amount of maternity benefits will also increase — for 140 days of leave, women will receive 794,355 rubles. And the maximum amount of monthly child care benefits will increase to 68,995 rubles.
Pensions of working pensioners
In 2025, an increase in payments is coming for working pensioners — their pension indexation will finally be resumed. It was canceled back in December 2015, when the country was going through a crisis, oil prices were falling, and GDP was declining. Since then, the State Duma and the Federation Council have repeatedly raised the issue of returning indexation, but the matter has not moved forward. Finally, a solution to the problem was found: as President Vladimir Putin announced last Friday, June 7, at the plenary meeting of the St. Petersburg International Economic Forum, indexation will return in 2025, ten years later. How much it will amount to is not yet known: the corresponding bill on behalf of the president has yet to be adopted. As Deputy Prime Minister Tatyana Golikova reported at SPIEF, indexation will require at least 100 billion rubles.
Chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov, in an interview with Parliamentary Gazeta, noted that the return of indexation, among other things, also has a powerful macroeconomic effect.
This will meet the needs of the labor market, increase the purchasing power of the population and ensure the return of money to the budget., the parliamentarian emphasized. — In my opinion, such a decision has only advantages and can only be welcomed.
Minimum wage
Among other things, the minimum wage will also increase in 2025 — Mikhail Mishustin announced this last Monday, June 10. Indexation will be 15 percent, and the total minimum wage will thus exceed 22 thousand rubles per month.
Another task is to further increase the minimum wage. Starting next year, it will be linked to the median salary received by the majority of those employed in the economy, and will actually amount to half of this indicator“Izvestia quotes Mishustin.
Salaries of doctors and teachers
In 2025, they will also begin paying salaries to public sector employees in a new way. As Minister of Labor and Social Protection Anton Kotyakov stated at a plenary meeting of the State Duma in May, for this purpose the department will develop a pilot project to introduce new wage systems. At the first stage, it will include education and health workers. There are no details about the project yet, however, according to Kotyakov, it will serve as a continuation of consistent work to increase the minimum wage.
To increase labor income, we will continue to consistently work to increase the minimum wage. By the end of the year, we will develop pilot parameters for sectoral wage systems for such industries as education and healthcare. From 2027, such systems will be extended to all workers in these categories.said the minister.
Income of civil servants
There is a possibility that from 2025 the salaries of some categories of civil servants will also increase: judges, prosecutors, investigators, as well as assistants to deputies and senators. The fact is that in 2025, the period for suspending the indexation of these payments, established by the law, which was signed by President Vladimir Putin in November 2023, expires. However, there have been no official reports on this matter yet.
Maternal capital
Maternity capital, according to the budget for 2023 and the planning period 2024-2025, will also increase — in 2025, 694.2 billion rubles have been allocated for it. Based on the rate of inflation, in 2025, maternity capital at the birth of the first child may increase to 646 thousand, and at the birth of the second — to 854 thousand rubles.
Salaries and pensions of military personnel
In 2025, the income of the military should also increase — the basic salary, as well as pensions, which are calculated based on its size. Traditionally, indexation is carried out in the fall by a percentage no less than the predicted inflation percentage established in the budget — for 2025 it is equal to four percent.
