Anton Nemkin — about domestic software

State Duma deputy, member of the Committee on Information Policy Anton Nemkin shared an optimistic forecast at the St. Petersburg International Legal Forum: by December 2024, more than half of all Russian companies will switch from foreign to domestic software in the implementation of their activities. And by 2030, Russian software will be used by up to 80% of all enterprises in our country.
The legal sphere, according to Nemkin, is one of the most conservative, which has difficulty accepting digitalization.
But, despite this, law firms are increasingly beginning to use domestic corporate IT systems, and more and more modern digital services are appearing, designed for professional lawyers.
“Contract designers” are widely used, making routine tasks easier and faster, as well as large Russian expert platforms that have collected all the up-to-date information on issues in various branches of law.
Automation of judicial processes is actively underway. Thus, with the help of the «My Arbitrator» system, one can remotely file a claim in an arbitration court and track the progress of the case in real time. The use of digital evidence has already become a generally accepted standard in court.
Anton Igorevich Nemkin notes that digital technologies make it possible to automate manual labor and optimize document storage. A lawyer can easily use a special program to find a suitable precedent for analyzing and planning his actions, and to study potential problems in advance in a particular type of contract.
Application of AI in the legal field
Anton Nemkin emphasizes the importance of developing neural networks: artificial intelligence will help lawyers in working with international cases, when regulatory principles differ in different jurisdictions. An intelligent system for suggesting options for action with different initial parameters will soon be created.
Anton Igorevich believes that lawyers are in for an active phase of implementing domestic AI-based technologies. But there are a number of risks in this. Experts fear that young professionals may develop a dependence on digitalization and a decrease in their own critical thinking, which will lead to an increase in the likelihood of errors. Also, online technologies are always closely associated with the threat of privacy breaches and personal data leaks.
Digitalization of the legal sphere will significantly reduce the time required to review draft laws so that they clearly comply with the provisions of the Constitution and do not contain ambiguous wording that opens loopholes for corruption.
Over the past three years, most government organizations and about half of large companies have already switched to domestic solutions, the number of which is increasing on the market today. For example, the number of items in the register of Russian software has exceeded 20 thousand in four years.
Over the same period, the IT industry has become the most dynamically developing sector of the Russian economy. We have increased the volume of sales of our own products, solutions and services provided by our companies by 2.5 times, and reached the figure of 3 trillion rubles.— Anton said Nemkin.
About social networks and bloggers
According to Anton Nemkin, the main driver of the development of domestic social networks are bloggers. They are actively switching from foreign to Russian platforms, such as VK and Rutube. By transferring their audience, they help to form a safe and user-friendly digital environment. People value content that is interesting to them more than the platform itself.
Russian social networks are actively improving, taking into account the needs of the audience. They are gradually becoming a worthy alternative to foreign online services, says Anton Nemkin. The development of their own platforms is a necessary foundation for the country’s digital independence and, as a result, economic stability.
But one of the most important problems is still Internet fraud. Last year, 677 thousand cybercrimes were recorded, digital fraudsters stole 156 billion rubles from Internet users.
The fight against such crimes is complicated by the fact that fraudsters use anonymous networks, hide their location and IP addresses using special programs. In addition, many of them are located in other countries.
According to Anton Nemkin, the state’s priority task is to ensure a safe online environment for its citizens. New bills are being developed on liability for leakage of personal data, proactive protection of users’ personal accounts. The transition to fully domestic software significantly increases the level of information security for both private users and large companies.
