Are scammers calling from a fake number? It turns out that the operator must put a barrier on such calls

The “arsenal” of remote scammers includes not only databases of telephone numbers of bank clients, the ability to persuade, and primary psychological processing skills, but also technology. One of them is a computer program that allows you not only to make a call using IP telephony, but also to “replace” the number, hiding behind a completely legal set of numbers that correspond to the “occasion and occasion”: from banks to the police. Fraudsters from neighboring countries (yes, those same “Ukrainian call centers”) “sin” in this way.

But it turns out that we also have methods for such technology. In particular, the mobile operator is obliged not to miss such “substitute” calls.

In accordance with Part 10 of Article 46 of the Law “On Communications”, telecom operators are obliged not to miss a call if a Russian number is used for connection by a foreign operator (except for cases when a Russian subscriber calls while roaming). The law on administrative liability for missing substitute numbers was adopted at the end of 2021, the maximum fine for legal entities is 1 million rubles.

The operator in Crimea also “came under the article” — according to the decision of the Kerch prosecutor’s office, the telecom operator was held administratively liable for missing a call from a substitute number

It was established that one of the mobile cellular operators allowed traffic from a foreign country with a number from the Russian numbering system to enter its network. This “replacement” number was used to commit remote theft of citizens’ funds through deception.

Based on this fact, the prosecutor opened a case of an administrative offense under Part 2 of Art. 13.2.1 Code of Administrative Offenses of the Russian Federation (failure of the telecom operator to fulfill the obligation to terminate the provision of communication services and (or) services for passing traffic into its communication network)— reported the prosecutor’s office.

Based on the results of its consideration, a fine of 300 thousand rubles was imposed on the mobile operator (the court showed humanity).
