As predicted: social, but scarce. The budget of Crimea for 2024 was adopted

At an extraordinary meeting of the State Council of the Republic of Crimea, the budget of Crimea for 2024 and the planning period for 2025 and 2026 were approved. Previously, the republican budget passed the “sieve” parliamentary readings. Even then, despite all the obvious advantages of the financial forecast, it was recognized that a budget deficit could not be avoided. But deputies and officials are full of optimism.
Our main financial document can be described as a development and investment budget and at the same time a social budget. In particular, many social benefits are planned to increase in 2024, taking into account the increase in the minimum wage. An additional 3.5 billion rubles have been allocated to increase wages in the areas of education, healthcare, and culture.
In 2024, the budget allocates more than 41 billion rubles for education, 31 billion rubles for social policy, over 17 billion rubles for healthcare, about 5 billion rubles for culture, and about 25 billion rubles for housing and communal services. In total, within three years, within the framework of federal and regional programs, construction, reconstruction, and major repairs of 920 objects are planned. Let me remind you that during the Ukrainian period we could not even dream of this,” commented the head of the Parliament of the Republic Vladimir Konstantinov on the main financial document.
According to him, the money is provided for the construction and repair of schools, kindergartens, healthcare and cultural facilities, sports infrastructure, wastewater treatment plants, maintenance of highways, and the implementation of other projects significant for Crimea.
In general, we can say that in the coming year, large-scale work to modernize the infrastructure in our republic will continue. Crimea maintains its development dynamics. This is important for us“, Konstantinov summarized.
Let us note that parliamentarians previously managed to make 18 amendments to the draft budget.
The main parameters of the Crimean budget have changed:
— revenues in 2024 will amount to 199.6 billion rubles,
— expenses — 201.7 billion rubles,
— budget deficit – 2.1 billion rubles (which is 6.1 billion rubles less than in 2023).
In the planning period: in 2025, revenues will amount to 206.4 billion rubles, expenses — 210.1 billion rubles, deficit — 3.7 billion rubles; in 2026, revenues – 203.9 billion rubles, expenses – 207.4 billion rubles, deficit – 3.5 billion rubles,” Deputy Prime Minister – Minister of Finance of the Republic of Crimea Irina Kiviko announced the data.
What helped fill the budget for 2024? Excise taxes, taxes, fines, other fees (currently in projected figures).
The volume of tax and non-tax revenues of the budget of the Republic of Crimea will be increased in connection with the clarification by the Russian Ministry of Finance of the projected revenues for taxes of individuals, excise taxes on strong alcoholic products, alcohol and alcohol-containing products, and petroleum products.
In addition, the increase in priority and socially significant budget expenditures, without taking into account targeted gratuitous revenues, was carried out by increasing the forecast of revenues from fines, sanctions, compensation for damages due to the receipt of penalties, as well as by redistributing on a priority basis, as between the main managers of budgetary funds of the Republic , and within them.

Let us only emphasize that the Crimean budget 2024 added subsidies that were not previously provided for at all:
— 104.9 million rubles for the development of charging infrastructure for electric vehicles;
— 111.6 million rubles for the creation of modern infrastructure for children’s recreation and their health improvement through the construction of non-permanent buildings;
— 111.2 million rubles to achieve the indicators of the state program of the Russian Federation “Tourism Development”;
— 72.4 million rubles to create a comfortable urban environment in small towns and historical settlements.
