Attention! For foreign citizens and stateless persons, the rules for admission to schools have been changed
Krympress reports:
Order of the Ministry of Education of the Russian Federation dated March 4, 2025 No. 171 amended the procedure for teaching on educational programs of primary general, basic general and secondary general education, approved by order of the Ministry of Education of the Russian Federation of September 2, 2020 No. 458.
From April 1, 2025, foreign citizens and stateless persons can be admitted to schools for educational programs of primary general, basic general and secondary general education, provided:
- presentation of a document confirming the legality of their location in Russia;
- Successful passing testing for knowledge of the Russian language sufficient for the development of educational programs.
Changes have been made to the procedure for admission to schools, according to which non -compliance with these conditions will be the reason for refusing to receive foreign citizens and stateless persons, with the exception of some cases.
It is also clarified what documents are the parents (legal representatives) of children — foreign citizens.
When such persons are submitted through public services, it is not allowed to require copies or originals of documents, except for those whose confirmation is impossible in electronic form.
The order enters into force on April 1, 2025 and is valid until March 1, 2026
Reception of foreign citizens and stateless persons in educational organizations is regulated by the following regulatory documents:

Order of the Ministry of Education of the Russian Federation dated 04.03.2025 No. 170 “On approval of the Procedure for conducting in the state or municipal general educational organization of testing for knowledge of the Russian language, sufficient for the development of educational programs of primary general, basic and secondary education, foreign citizens and stateless persons” (registered on 14.03.2025 No. 81552)
The order of Rosobrnadzor dated 05.03.2025 N 510 on determining the minimum number of points confirming the successful passage by foreign citizens and stateless persons testing for knowledge of the Russian language.
