«Auto Citizen» for motorcycles: myths and reality — experts say

Motor vehicle insurance policies are cheaper than automobile ones. On average, a “car citizen” costs a biker 2.2 thousand rubles. This is 3.3 times cheaper than a regular motor vehicle policy. At the same time, the accident rate for motorcycles is much higher. For example, compensation under compulsory motor liability insurance for damage to life and health in motor vehicles occurs 2.4 times more often, and it is on average 29% higher. This is explained, first of all, by more serious consequences for the life and health of injured motorcycle passengers and pedestrians. The average amount of compensation for an insured event last year was 93.5 thousand rubles. At the same time, the average payment for harm caused to life and health was equal to 258,834 rubles.

According to the coordinator of the Blue Bucket Society movement Pyotr Shkumatov, “The most dangerous and dangerous period is the opening period of the motorcycle season — from the beginning of April to the end of May. Over the winter, motorcyclists get unaccustomed to driving and lose their skills, car drivers also get unaccustomed to motorcyclists on the road, this leads to a high accident rate.”

Myth: OSAGO is almost inaccessible for motorcyclists

The situation with the availability of compulsory motor insurance for motorcyclists is improving. Nowadays, complaints about difficulties with obtaining a “motor citizenship” are sporadic. Many problems were resolved thanks to the creation of a reinsurance pool. The mechanism, which began to operate in April 2022, implies that insurance companies unite into a system with a common insurance fund and share part of the risks under compulsory motor liability insurance. We are talking about contracts with potentially high losses, including motorcycle insurance. Such policies are already calculated at the maximum rate, but even this does not cover all risks. If the policyholder suffers losses, they are reimbursed from this pool. At the same time, nothing changes for the owner of the bike: he takes out a policy with the chosen insurer, and turns to him in the event of an accident. According to RSA, last year almost 23% of all MTPL contracts for motorcycles were transferred to the reinsurance pool. A total of 412,473 policies were issued, 94,107 contracts went into the pool.

Myth: Motorcyclists refuse OSAGO

In 2023, 356,559 MTPL policies were issued for motorcycles. These statistics are provided by the Central Bank of the Russian Federation. This is 6.4 times less than the number of registered motor vehicles. One of the reasons for this imbalance is the advanced age of the domestic motorcycle fleet. At the beginning of this year, Autostat counted 2 million 155 thousand bikes. Of these, more than 87% are over 15 years old. Many of these cars are not running, idle in garages, but continue to be listed on the balance sheet of the State Traffic Inspectorate. It turns out that a large number of motorcycles exist only on paper.

Myth: Every biker can fix his own motorcycle.

As a rule, motorcycles suffer quite seriously in road accidents. Experts say that approximately a third of accidents involving bikers lead to total consequences: in almost 30% of cases, repairing motorcycle equipment after a road accident turns out to be impractical. Parts are expensive, and with the introduction of sanctions, difficulties arose with the supply of spare parts. This also applies to enterprises that produced non-original parts. The reason is high logistics costs. Today, chains, cylinders and oil filters are imported through parallel imports, and their delivery times are also reduced. But not all motorcycle owners are ready to switch to Chinese spare parts. In addition, Chinese factories cannot yet replace engines from European and Japanese manufacturers, nor can they replace their components.
