Changes to the Municipal General Plan are being discussed in Yalta

Public discussions on amendments to the General Plan of the municipality have begun in Yalta. Comments and suggestions can be submitted until August 5 in various ways, and the document can be viewed both online and on stands in Yalta, Alupka and villages.
Friends! Very important and long-awaited news – the work on making changes to the General Plan is at the finish line. Public discussions have started! Comments and suggestions are accepted until August 5. Graphic materials are placed on weekdays near the Administration building (Sovetskaya Square), in Alupka and Gurzuf — near local cultural centers, in Livadia, Gaspra, Koreiz, Massandra, Simeiz, Foros — near the buildings of terrorist organizations— said the head of the Yalta administration, Yanina Pavlenko.
Consultation schedules will also be posted there, during which Yalta residents will be able to receive clarifications and submit a written request to the temporary commission for organizing and conducting discussions.
You can leave your suggestions and comments in the visitors’ registration book of the project’s exposition by writing a written request to the administration (you can bring it in person or send it by mail to the address: Republic of Crimea, Yalta, Sovetskaya St., 1, or by e-mail: kanc.admin@yalta.rk.gov.ru).
You can also contact the Department of Architecture and Urban Development (1 Sovetskaya Square, entrance from the columns) in the usual manner during business hours. Bring a document confirming your Russian citizenship (mandatory!), and, if necessary, documents confirming your ownership of land plots and buildings.
In addition, from July 17, it will be possible to submit proposals remotely — via Feedback platform of the State Services Portal.

It is important that only Yalta residents who permanently reside in the municipality, owners of land plots or OKS located on them, as well as owners of premises that are part of these OKS can participate in the discussion.
Let me remind you that the current general plan was adopted in 2018, many territories in it did not have a status, which hindered the development of the municipality as a whole and slowed down the process of providing land to beneficiaries. After the adoption of the new general plan, this issue will be able to move forward— notes the head of the Yalta administration.
She also emphasized that specialists from the Federal Autonomous Institution “Unified Institute of Spatial Planning” (Moscow, subordinate to the Ministry of Construction of the Russian Federation) eliminated the shortcomings in the document — now there are no “white zones” and controversial urban planning situations, high-rise construction zones have been reduced, the number of green areas has been increased, and the boundaries of populated areas have been defined.
Yanina Pavlenko emphasized that the updated General Plan complies with current legislation, the municipal development strategy and the territorial planning scheme of the Republic, is aimed at the sustainable development of the municipality, its health resort cluster, while fully preserving the natural framework, historical and cultural heritage and, importantly, provides for the placement of new social infrastructure facilities, including preschool and general education institutions.
