Child benefits in 2024: what you need to know

A single benefit is assigned based on the criteria of a family’s need, when the income for each member is below the subsistence level. It combines all child benefits, as well as benefits for pregnant and unemployed women to care for a child up to 1.5 years old, which previously existed. The benefit amount is 50%, 75% or 100% of the subsistence minimum per child. In addition to income, when assigning benefits, the composition of property is taken into account, as well as the period during which able-bodied family members were unemployed without good reason (zero income rule). If any of them did not work for more than two months a year, benefits will be denied.

Unemployed women caring for a child under 1.5 years old also receive payments based on need criteria. You can receive benefits according to the old rules, when they were assigned to everyone, without taking into account income, property, etc., only during the transition period, which lasts for the period for which it was assigned, and only for children born before January 1, 2023 of the year.

Thus, women raising children under 1.5 years of age who received benefits at the end of 2022 will still have the opportunity to receive it in the first half of 2024. But, for women who gave birth to children after January 1, 2023, the criterion of need has already been applied.

Also, in 2024, when calculating family income, the income of minors received in their free time from study, interest on deposits opened for children under guardianship and payments when receiving state awards will not be taken into account. And the total income from self-employment, if there are no other sources of income, must be at least two minimum wages per year.

In addition to the single benefit for children under 17 years of age, you can receive payments from maternity capital in the amount of the regional child subsistence minimum for children under 3 years of age.

The conditions here are much more flexible. The payment can be made for each child, regardless of which of them received maternity capital. There is only one criterion — the income for each family member for the year should not exceed two subsistence minimums. The payment is scheduled for 12 months. After which you need to reapply.

For many parents, this may be a solution if they were denied a single benefit for children under 17 years of age because they did not meet the criteria of need.
