Come “visit”: citizens began to call a notary to their home more often

The Federal Notary Chamber of Russia reported an increase in notarial activities outside the country. Sign of the times: notaries often have to go to military hospitals to visit wounded soldiers or to temporary accommodation centers for citizens. But citizens began to call notaries more often to their homes and offices.
Over the nine months of 2024, Russian notaries performed 319.2 thousand notarial acts abroad, which is 5 percent more than in the same period last year— reported the FNP.
In half of the cases, notaries were invited by people who, due to age or health status, simply cannot visit a notary office — elderly or seriously ill citizens, disabled people, veterans. Life situations are different, some are very difficult. For example, a notary went to the home of a mother and daughter who had been in a serious accident together and now cannot move independently. Women made powers of attorney on their behalf to a close relative who was caring for them.
It happens that single pensioners ask to make a power of attorney to receive a pension or benefits for strangers. Of course, in such situations, the notary additionally and in great detail explains all the risks of such a decision. In some cases, a certificate may be requested stating that the person is not registered with a mental health clinic and does not use medications.
An important task that notaries perform outside of their offices is to assist participants in special military operations,” the FNP emphasizes. — Thus, notaries in various regions of Russia go to collection points and hospitals where the wounded are being treated. Let us remind you that mobilized soldiers, family members of military personnel, and wounded soldiers are completely exempt from paying the regional tariff for a number of notarial actions.

Another notarial action for which the notary needs to leave the office is an inventory of inherited property or providing evidence offline. Such evidence can be located anywhere: at a construction site, in a store, in a hostel or at an electrical substation. For example, in one of the cases, the notary had to record that the dismissed general director did not take anything important from his office on the last day of work.
